Question: Can you please clarify what the depth of the select fill subgrade layer shall be under the roadway? Plans indicate a 12" layer on sheet C8.1. Shall all bidders figure this 12" subgrade layer in their base bid, and any additional depth beyond 12" shall be paid per unit price, if encountered?

Response: Correct, roadway section requires 12-inch compacted subgrade to 95% Standard Proctor per Sheet C8.1-Roadway Details (2 of 3) (Drawing No. 01,1644-D28, dated January 2024). In the event there is a failed proof roll, then the remediation of these areas will be addressed using the unit price established for Fill Import and Soil Amendments.

Response: The owner will be responsible for third party testing and will be procured through Alliance Consulting Engineers, Inc. The awarded bidder will be responsible for performing their own due diligence to ensure the project area is ready for testing and third-party inspections will be conducted for final materials testing. Compensation for any failed testing completed by the third-party inspector, and therefore requires a re-test, will be the responsibility of the awarded bidder.

Please clarify how the County plans on handling changes in bridge design once the final construction plans are issued? We assume this will be handled as a change order. 3. Would the county consider providing bid items and quantities for the foundations as a unit price item (H-Piles and Drilled Shafts) to mitigate the risk for all since the plans show Estimated and Minimum Tip elevations only. 4. Please provide quantities for the Reinforcing Steel for Structures and Hoop Reinforcing Steel for Structures to include in the bid. Reinforcing steel schedules are blank in the plans. 5. Will the bridge be built to SCDOT specifications? 6. Summary of Quantity sheet in the bridge plans include Removal and Disposal of Existing Bridge. Is there an existing bridge? We do not see one in the bridge plans.

Question: 1, Per the geotechnical report, structural fill should extend at least 5' from the edge of pavements, but there is no thickness mentioned for this fill. Can you please clarify how thick the structural fill is required to be in the 5' areas outside of pavement? Is it bottom of subgrade to finish grade? 2, Per addendum 1, item 5, if muck & fill of the subgrade beyond 12" is needed, the county will utilize the contractors unit price for "Earthwork - Select Fill & Soil Amendments", but that unit price only covers import fill operations and not mucking, per clarification 8 in addendum #2. Therefore, can a unit price be established for mucking and haul off since there is no way to know how much mucking will be done or needed and there's no where to cover that cost for this bid at this time? 3, Can you please confirm that the contractor does not need to figure any geogrid fabric in this bid and that after the bid, the contractor will submit a unit price to the county for this to be placed on subgrades as the geotechnical report recommends?

Question: Bridge Plans are currently at 70% and per addendum 2, final bridge plans will be issued on Friday, April 5th which is after the deadline for questions April 2nd. This does not allow the bridge contractors to get clarifications if they have any after reviewing the final drawings. Also, if final bridge plans are issued for bid on April 5th, it leaves bridge contractors and the prime bidders just three business days to review, read, request quotes from suppliers, and vet the final plans before the bid day. Considering all the information above and the fact that the bridge is a substantial milestone for this project, can the deadline for questions be pushed to the 10th of April, and bid deadline pushed to the 16th of April?

Response: No further extensions to the bid dates are considered at this time. The current bridge plans provided in Addendum 1 provided sufficient information for the bidders to pull together a bid. Ample enough time has been provided for the bidders to review, read, perform quantity takeoffs, request quotes from suppliers, etc.

Question: - Can substitutions for the NZ-26 Sheet Pile be proposed? - What is the wait period for a production pile re-strike? - When will 100% bridge drawings be distributed? - It appears the shaft diameter is shown as the same as the cased diameter. This is not possible, the auger will not pass through the casing. Question: • The 910 LF of guardrail appears to include the anchors pay length in them. Would you like us to still price the anchors separately & the 910 LF? • Does this project mention anything about bridge connections? The guardrail should terminate into the bridge with connectors, but none are listed in the plans/this bid form.

Question: 1, Per the geotechnical report, structural fill should extend at least 5' from the edge of pavements, but there is no thickness mentioned for this fill. Can you please clarify how thick the structural fill is required to be in the 5' areas outside of pavement? Is it bottom of subgrade to finish grade? 2, Per addendum 1, item 5, if muck & fill of the subgrade beyond 12" is needed, the county will utilize the contractors unit price for "Earthwork - Select Fill & Soil Amendments", but that unit price only covers import fill operations and not mucking, per clarification 8 in addendum #2. Therefore, can a unit price be established for mucking and haul off since there is no way to know how much mucking will be done or needed and there's no where to cover that cost for this bid at this time? 3, Can you please confirm that the contractor does not need to figure any geogrid fabric in this bid and that after the bid, the contractor will submit a unit price to the county for this to be placed on subgrades as the geotechnical report recommends?

Question: Bridge Plans are currently at 70% and per addendum 2, final bridge plans will be issued on Friday, April 5th which is after the deadline for questions April 2nd. This does not allow the bridge contractors to get clarifications if they have any after reviewing the final drawings. Also, if final bridge plans are issued for bid on April 5th, it leaves bridge contractors and the prime bidders just three business days to review, read, request quotes from suppliers, and vet the final plans before the bid day. Considering all the information above and the fact that the bridge is a substantial milestone for this project, can the deadline for questions be pushed to the 10th of April, and bid deadline pushed to the 16th of April?

Response: No further extensions to the bid dates are considered at this time. The current bridge plans provided in Addendum 1 provided sufficient information for the bidders to pull together a bid. Ample enough time has been provided for the bidders to review, read, perform quantity takeoffs, request quotes from suppliers, etc.
