Description:

The JCPC will consider proposals for the following needed programs:

Service gaps identified by the JCPC to address the needs of youth who are currently involved with Juvenile Court, at risk of court involvement or 16 and 17 year old youth who will be eligible for juvenile court involvement after 12/1/19.

 

Applications for services that will be considered for the Request for Proposal are:

 

* Vocational Development Programs

*Tutoring/Academic Enhancement Programs with academic advocacy

 

Proposed program services should target the following risk factors for delinquency or repeat delinquency:

Adjudicated delinquent, undisciplined or youth at high risk of delinquency who: are 12 years or younger at the time of first referral to juvenile court, have prior referrals to juvenile court, have some substance use or abuse, have moderate to serious school behavior problems and sometimes or regularly associate with delinquent peers or associate with or are gang members.

 

Programs should address the following concerns as reported in the Needs Assessments for adjudicated youth:

 

Peer Domain:              Lack pro-social peers, associate with delinquent peers or have gang association or membership.

Individual Domain:      Have alcohol or drug use or abuse, have a history of abuse or neglect, have a history of victimization or are in need of further mental health assessments and/or treatment.

 

Family Domain:          Have families with domestic discord or violence, parents with marginal parenting skills or have family members with a criminal history or gang involvement.

 

School Domain:          Have moderate or serious school behavior issues that include in school suspensions, short term or long term suspensions, truancy or unexcused absences.

Applicants are being sought that are able to address items below:

 

1. Program services compatible with research that are shown to be effective with juvenile offenders.

2. Program services are outcome-based.

3. The program has an evaluation component.

4. Program services detect gang participation and divert individual, if applicable.
