Solicitation Number: 20-018

Description:

Sebring, the City on the Circle, in the middle of the Sunshine State was founded in 1912. George E. Sebring created the city’s center to serve as the focal point in a unique circular pattern, which is now the majority of the historic Community Redevelopment Agency (CRA) District. The City of Sebring in located in Highlands County, which is home to over 100 crystal clear lakes for residents and tourists to enjoy, yet the area has struggled to combat a perception of a lack of amenities to augment our permanent and visiting populace compared to surrounding markets.

The Downtown Sebring Waterfront Redevelopment Project is an objective in the CRA’s master plan, and a Waterfront Redevelopment Master Plan was created in 1991 to address the project. Lake Jackson is the centerpiece of Sebring, the waterfront bookend of the Downtown Sebring Circle, and the focus of the waterfront redevelopment project. Currently the existing waterfront is underutilized due to inadequate design and discordant features. The design goal is to create a focal waterfront amenity for the CRA, city and the county to fill the need for public space, recreation, and enhance quality of place.

The CRA’s Waterfront Redevelopment Master Plan can be downloaded from the plans section of the CRA’s website at https://downtownsebring.org/Resources.

It is the Sebring CRA’s intent to solicit qualifications from a qualified professional design consultant to develop the conceptual scheme for the CRA’s Waterfront Redevelopment Project that balances the collective interests of tourists and residents alike for the betterment and long-term viability of the community. The CRA intends to evaluate submitted proposals and award the contract to a firm exhibiting comprehensive experience in designing waterfront projects. The CRA will have the option to utilize the selected firm to draft the construction plans for the project once the layout has been solidified, and use those plans to solicit for a contractor pending budget availability at that time.
