Notice is hereby given to prospective proposers that sealed Proposals for
the complete design and construction of the W. B. Casey WRRF Biosolids
Facilities Upgrade (the “Project”) will be received
by the Clayton County Water Authority (the “Owner”) at 1600 Battle Creek Road,
Morrow, Georgia 30260 until 3:00 p.m. local time, the 13th
day of December 2021, and then at said office the Proposals will be opened,
and the names of the proposers will be read aloud. Any Proposals received after
the specified time will not be considered.
The Owner has
adopted a competitive award process for evaluation of Proposals for design and
construction of the Project, which is to be performed pursuant to a progressive
design-build guaranteed maximum price or fixed price delivery method.
A mandatory Pre-Proposal Meeting for the Project will be held on Thursday,
November 4, 2021 at 10:00 a.m. local time to discuss the Project.
Failure to attend the mandatory Pre-Proposal Meeting shall result in the
prospective proposer being disqualified from submitting a Proposal.
Due to the ongoing concerns with the COVID-19 pandemic, the Owner has
decided to host the Pre-Proposal Meeting and the Proposal opening as virtual meetings
via Microsoft Teams.

Project
site visits will be offered on Friday, November 5 and
Monday, November 8 through Tuesday, November 9, 2021. Owner may add
additional dates for site visits if necessary. Prospective proposers who wish to visit the
Project site shall register their proposer team with the Owner via e-mail at CCWA_Procurement@ccwa.us no later
than 12:00 p.m., local time, on Friday, October 29, 2021. Each
proposer team may register for only one site visit and must provide an e-mail
contact for receipt of site visit information. Immediately following the registration
deadline on Friday, October 29, 2021,
the Owner will use a random process to assign registered proposer teams to
available time slots. The proposer teams will be advised via their e-mail
contact immediately thereafter of their assigned time slot and will receive
further instructions. Site visits will last 2½ hours. Proposer teams may use
this time to meet with the Owner to discuss the project and visit the site. The address of the Project site visit is 688
Flint River Road, Jonesboro, Georgia 30238.
As part of the
effort to maintain the health and safety of Owner’s personnel – as well as
visitors – the Owner has put in place the following procedures, practices, and
protocols:
A: Each
visitor shall complete the COVID-19 Health Assessment via DOCS Health Works.

also available by internet at https://secure.dentrustocs.com/docs/covidscreening/weblogin.
B: Once
the DOCS Health Works app is installed, click the icon to open the program.
Complete the fields as follows:

d. Create
a 4-digit pin. Click Submit
e. You
are now registered in the system
C: Complete
the COVID-19 health assessment on the app or website. If everything is within
normal parameters, you will receive a QR code for identification (this QR code
is good for 24 hours).
D: When
you arrive to the facility, present the QR code to the CCWA staff.
E: Visitor(s)
shall provide, wear, and use their own Personal Protective Equipment (PPE -
face mask/covering, gloves, disinfectant) while in public areas for the
duration of the Project site visit. The entire property of the Project site is
considered a “public area”.
F: Visitor(s)
shall practice physical (social) distancing while at the Project site by
providing others a personal space of at least six (6) feet during the visit.
The
Owner is planning improvements to the Biosolids Management Facilities at the W.
B. Casey Water Resource Recovery Facility (WRRF). The WRRF is an
activated sludge wastewater treatment plant with a maximum monthly average
daily flow capacity of 24 mgd. The WRRF was originally built in 1958 and the
current WRRF is a complete replacement of the original plant which was
completed in 2004. The biosolids pelletizing facility was built in 1979. The
biosolids handling facilities, including the pelletizing facility, process
residual biosolids from the wastewater treatment process and produce a
saleable, stable pellet. The planned improvements include primary sludge
thickening, anaerobic digestion, dewatering, cake receiving, thermal drying,
and incorporating certain existing units
into the biosolids handling system. The project upgrades are documented
in the Preliminary Engineering Report which can be found at: https://www.ccwa.us/procurement/#CaseyBiosolids.
The Project will be funded by Georgia’s Clean Water State Revolving Loan
Fund through the Georgia Environmental Finance Authority and will be subject to
regulations and requirements of the Georgia Environmental Protection Division
and the U.S. Environmental Protection Agency.
All prospective proposers who wish to participate in the competitive
award process for the Project shall submit their Proposals pursuant to the
Owner’s Request for Proposals (RFP). RFP documents will be available to
interested parties beginning on Wednesday, October 13, 2021. Copies of the
RFP may be obtained at https://www.ccwa.us/procurement/ for download.
Hard copies of RFP documents are the responsibility of prospective proposers.
The
Owner will keep a list of entities that have been sent a copy of this
Advertisement. This list may be obtained by contacting the Owner at CCWA_Procurement@ccwa.us.
Proposals must include all of the information requested in the RFP and must
be accompanied by a Bid Bond as prescribed in the RFP. Failure to supply the
bond or to sign the Proposal will be grounds for rejection.
In order to perform public work, the proposer and its subconsultants and subcontractors,
prior to award of a design-build agreement, shall hold or obtain such licenses
as required by state statutes, and federal and local laws and regulations. All
firms must be licensed in Georgia and have a registered agent in Georgia.
All communications, questions, and comments shall be submitted to the Owner by email no later than 10:00 a.m., local time, on Tuesday, November 16, 2021. All communication should be directed to the Owner at the following e-mail address: CCWA_Procurement@ccwa.us
Questions, if answered, will be addressed by Addenda to the RFP, which will be posted at https://www.ccwa.us/procurement/. Addenda will also be provided via e-mail to prospective proposers who have registered with the Owner as instructed in the RFP. Receipt of any Addenda or amendment to the RFP shall be acknowledged by the proposer using the form provided with the RFP.
Except as expressly provided in,
or permitted by, the RFP, from the date of issuance of the RFP until final action
of the Owner’s Board of Directors (Board) of approval of contract award, any party,
including its employees and agents, submitting a Proposal shall not initiate
any communication or discussion concerning the Project, the RFP or the party’s
Proposal or any part thereof with any Owner’s employee, agent, or
representative of the Owner’s Board. Any violation of this restriction may
result in the rejection of that party’s Proposal.
Owner’s right is reserved to reject all Proposals or any Proposals not
conforming to the intent and purpose of the RFP.
