INVITATION TO BID

Sealed Bids for the construction of the Private Fire Line, Domestic and Irrigation Lines with Required connections to WHUD’s 16” Watermain will be received by the City of White House, 105 College St., White House, Tennessee 37188, until 3:30 PM local time on March 24, 2020 at which time the Bids received will be publicly opened and read aloud. The Project is to construct a private fire loop, fire hydrants, potable and irrigation waterlines, along with all appurtenances such as multiple meters and backflow preventors and ductile iron pipe to connect to White House Utility Districts existing 16” waterline along the southern property boundary.

Bids will be received for a single prime Contract. Bids shall be on a lump sum basis, with unit prices and alternate bid items, if any, as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: Klober Engineering Services, 3556 Tom Austin Hwy., Suite 7, Springfield, TN 37172. Prospective Bidders may examine the Bidding Documents at the Issuing Office, Mondays through Thursdays between the hours of 8:00 a.m. and 4:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office during the hours indicated above, upon payment of a non-refundable deposit of $100.00 for each set. Checks for Bidding Documents shall be payable to “Klober Engineering Services”. Upon request, and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service—two-day delivery. Other shipping methods will be at the purchaser’s additional expense. A street address must be provided for delivery. The date on which the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from sources other than the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders. The owner reserves the right to waive any informalities or to reject any or all bids.

Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.

Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

Title 62, Chapter 6 of Tennessee Code Annotated (Contractors and Contracting) is incorporated into the Bidding Documents by reference. Each Bidder is informed that it is necessary for such Bidder to provide evidence of compliance with the applicable provisions of that chapter before its Bid may be considered.
