Description:
The City of Framingham (City), Department of Public Works
(DPW), invites sealed bids for a project that consists of furnishing all
necessary labor, materials and equipment, to upgrade the electrical and SCADA
systems at five wastewater pump stations and one below grade water booster pump
station. Upgrades include replacing
variable frequency drives, enclosed motor starters, lighting, power
distribution, control panels, instrumentation, and all incidental items
required necessary to complete the work and as more specifically described in
the Drawings and Specifications. - PLEASE NOTE : MANDATORY PRE-BID CONFERENCE AND PRE-REGISTRATION REQUIREMENT:
Attendance at
one of three scheduled pre-Bid conferences is MANDATORY. Due to
COVID-19, each pre-bid conference will have a limited number of attendees. Each contractor is limited to two (2)
attendees and must pre-register
with Ashley Dunn, Assistant Director
of Water and Sewer at and@framinghamma.gov
no later than August 24, 2020 at 10:00 A.M. If the pre-bid conference a contractor
requests is full, they will be provided an alternate date. The pre-bid
conferences will be held August 25, August 26 and August 27, 2020 at 10:00 A.M. Contractors will meet in the parking lot of
the A Street Pump Station (located at 67 A Street, Framingham, MA 01701) and
travel as a caravan to the other pump stations.
All participants must comply
with all current COVID-19 requirements.
Masks must be worn by all
participants. Questions and
answers from all three pre-bid conferences will be documented via addendum and
sent to all plan holders via email.

Question: Specification Section 26 29 23, page 2, 1.06 Quality Assurance, B. 2, states, "Variable Frequency Drives shall be provided by Rockwell Automation, or prior approved equal. Substitutions must be submitted in writing three (3) weeks prior to original bid date with supporting documentation demonstrating that the alternative manufacturer meets all aspects of the specification herein." Today (8/19) is the last day to submit documentation for prior approval. Who does the vendor or manufacturer submit documentation to for prior approval?
Response: Please provide your "as equal" information including model number and specifications and your contact information on this Vendor Registry site. If you have difficulty uploading the specifications, please send all information for review to Ann O'Regan at amo@framinghamma.gov All responses will be submitted to all plan holders via addendum. All questions from the mandatory pre-bid meetings will also be answered via addendum.
