ITB PW 01-25 Stillwell Sidewalk LAP Project
Notice is hereby given that the Board of County Commissioners of Okaloosa County, FL, will accept bids until 3:00 PM (CST) July 02, 2025 for the construction of Stillwell Sidewalk LAP Project ITB PW 01-25. The Project consists of the construction of a 5' pedestrian sidewalk along Stillwell Boulevard between Highway 85 and Monterey Road with exception to a section with existing
sidewalk. Project length is approximately 7330 feet. The work is further defined as shown on the Plans and as described by the Contract Documents.
Interested respondents desiring consideration shall submit their response online at Vendor Registry through the link provided below:

Unless otherwise stipulated in the bid/proposal description, all responses must be submitted using Vendor Registry only. No other means of submission of responses will be accepted. Responses will be accepted by Vendor Registry until 3:00 p.m. (CST) July 02, 2025, at which time all bids that are timely submitted will be opened and reviewed. The County reserves the right to award the bid to the lowest responsive respondent contingent upon FDOT approval and to waive any irregularity or technicality in bids received. Okaloosa County shall be the sole judge of the bid and the resulting Agreement that is in its best interest and its decision shall be final.
Bids will only be received from Contractors prequalified for work class Sidewalk (40) and Drainage (7) by the Florida Department of Transportation. Grassing required by the work shall be performed by a contractor or subcontractor prequalified for work class Grassing – Seeding and Sodding (12) by the Florida Department of Transportation. Bids shall be on a unit price basis as indicated in the Bid Form. All terms, specifications and conditions set forth in this ITB are incorporated into your response. A bid will not
be accepted unless all conditions have been met.

Bid Security shall be furnished in accordance with the Instructions to Bidders.

Stillwell Sidewalk LAP Project
Please find the attached document and information below, for the above referenced Addendum 1. This Addendum is hereby made a part of the Contract Documents and Specifications of the above referenced project. All other requirements of the original Contract Documents and Specifications shall remain effective in their respective order.
The purpose of Addendum 1 is to correct an error in the Draft Agreement Between Owner and Contractor for Construction Contract Section 00520 and address vendor questions submitted.
Replace Paragraph 6.02 A located on page 00520-3 with the following two paragraphs:
A. Retainage will not be withheld until the percent of Contract Time used exceeds 75%. From that time forward, the OWNER will withhold retainage of 10% of the amount due on the current estimate as retainage when the percent of Contract Time used exceeds the percent of Contract amount earned by more than 15%.
B. OWNER shall make progress payments on account of the Contract Price on the basis of CONTRACTOR’s Applications for Payment in accordance with § 218.70-218.79 F.S. (Local Government Prompt Payment Act) and Article 6.02 A of this Agreement less the aggregate of payments previously made and less such amounts as Owner may withhold, including but not limited to liquidated damages, in accordance with the Contract.

Answer : The bidder must be prequalified by the Florida Department of Transportation for work class Sidewalk (40) and Drainage (7) and the bidder or a subcontractor must be prequalified for work class Grassing-Seeding and Sodding (12).
