If someone carries a full time employee for the entirely of the project and someone else takes the consultant route without any parameters, that’s quite a disparity in dollars carried. Part 2 – General Construction Items - Item C-100 Contractor Quality Control Program (CQCP) a. Program Administrator. The Contractor Quality Control Program Administrator (CQCPA) must be a full-time employee of the Contractor, or a consultant engaged by the Contractor. The CQCPA must have a minimum of five (5) years of experience in QC pavement construction with prior QC experience on a project of comparable size and scope as the contract. Included in the five (5) years of paving/QC experience, the CQCPA must meet at least one of the following requirements: Item C-100 Contractor Quality Control Program (CQCP) 3 (1) Professional Engineer with one (1) year of airport paving experience. (2) Engineer-in-training with two (2) years of airport paving experience. Question: Three questions: 1) Where is the paving for item # 60 – P-403 “Bituminous Base Course”? All I’ve found is the Paving Plan (C901) that shows all of the asphalt paving shaded as Normal Duty Asphalt, and the only paving detail I see is on sheet C903 that shows a Prime Coat on top of the 8”GAB and 2” Type C Surface Mix. 2) A prime coat is shown on the paving detail on sheet C903, but I do not see a bid item for it. Will a prime coat be required, and if so, can an item be added for it? 3) Would the County consider applying the SCDOT asphalt liquid index to this project from the time of bid to the time of asphalt placement? With the massive upswing that we are seeing in the cost of liquid asphalt, either we or the GC will have to include a rather large contingency in the bid to cover this amount, and it would almost certainly be less costly to the County to base the asphalt liquid price changes on the SCDOT index rather than having to pay a lump sum contingency amount in the bid.

Question: Architectural Wall Panels Question-Please see below for our RFIs on the HHI project. We asked similar questions on Coastal Carolina, but I imagine we need to formally address some of the same issues for this separate and distinct bid opportunity. 1) Section 064219/2.1/B/5 calls for the FRL paneling to be IMO Certified. To receive IMO certification, Nevamar requires a special order. This certification and the associated adhesive (2.1/B/10) are for marine applications only. Question: Three questions: 1) Where is the paving for item # 60 – P-403 “Bituminous Base Course”? All I’ve found is the Paving Plan (C901) that shows all of the asphalt paving shaded as Normal Duty Asphalt, and the only paving detail I see is on sheet C903 that shows a Prime Coat on top of the 8”GAB and 2” Type C Surface Mix. 2) A prime coat is shown on the paving detail on sheet C903, but I do not see a bid item for it. Will a prime coat be required, and if so, can an item be added for it? 3) Would the County consider applying the SCDOT asphalt liquid index to this project from the time of bid to the time of asphalt placement? With the massive upswing that we are seeing in the cost of liquid asphalt, either we or the GC will have to include a rather large contingency in the bid to cover this amount, and it would almost certainly be less costly to the County to base the asphalt liquid price changes on the SCDOT index rather than having to pay a lump sum contingency amount in the bid.

Question: Regarding the DBE participation requirements 1) The bid documents appear to note DOT certified companies apply, not just SCDOT? 2) There are limited subs that handle Building Construction work that are SCDOT certified, would you consider allowing use of other state and federal small disadvantaged businesses toward the goal?

Question: Will GC be required to pay for Utility usage costs for construction? It is assumed this would apply to GC field office trailer that would be metered separetly. What about actual building addition construction if electrical/water is tapped off existing service? If we need to meter seperatly would this apply only to the main addition, not the renovation area work?

Question: Architectural Wall Panels Question-Please see below for our RFIs on the HHI project. We asked similar questions on Coastal Carolina, but I imagine we need to formally address some of the same issues for this separate and distinct bid opportunity. 1) Section 064219/2.1/B/5 calls for the FRL paneling to be IMO Certified. To receive IMO certification, Nevamar requires a special order. This certification and the associated adhesive (2.1/B/10) are for marine applications only. Please confirm that these products do not require IMO Certification or the associated marine use adhesive. 2) There are no indications in the Plan or Specs for desired grain direction on WPS-1 & WPS-3 laminate panels. Please confirm that vertical grain direction, if applicable, is required as there are additional costs associated with horizontal grain panel production. 3) Multiple details, like 3/A-566, show the FRL panels receiving a hand applied self-edge. These WPS panel systems are to be fully captured with aluminum extrusion, making it a concealed condition. The labor-intensive edge treatment process is an unnecessary cost driver that adds no performance or safety value to the project. Please confirm that the edges of the fully captured panels are not to receive FRL edge treatment as the fire rated plywood substrate will be concealed by the extrusions. 4) 064219/2.2/B/1 states the “recommended substrate” is ¾” FR OSB or plywood. Confirm ¾” FR material is a requirement for panel substrates. Landscaping Question-The RFI AD_01 came back and they are referring to a tree preservation plan (answering my RFI on the tree clarifications ) but there is no tree preservation plan only trees noted on the landscape plans. Do you have or can you request said plan. This tree work is very subjective on the pruning aspect and hopefully this is clarified on this plan. Need help to get the right numbers. Thank you

Question: Several different bid questions as follows: 1. A-431 enlarged SARA area shows a decorative fence or barrier. Can you provide details and specification for this fence/barrier? 2. A415 shows steel support framing for restroom counters. Can you provide the size of the steel members for this. 3. 6/A-572 detail for expansion joint in exterior wall does not match the product listed in specification 079513.16. The product in the specification is a compressible foam seal. Please clarify the requirement. 4. S-113 and S-122 do not call out a detail for the expansion joint between C/L 27 and 27.1. Can you provide structural details for these locations. 5. A-601 door schedule notes typically at Overhead Coiling doors that the frame materials is to be "Per Manufacturer". Typically manufacturers do not require a frame as long as they can anchor to wall. Will any frames be required at these locations and if so can head, jamb and sill details be provided. 6. A-101 shows a cast in place curb outside of the inbound baggage room and notes to reference structural. S-101 does not show any curb or pad at this location, please advise. 7. We do not find locations required for Detail 8/A-525 called out on ceilings plans, can you advise on locations?

Question: Several questions raised by subcontractor regarding division 28 Access Control and Surveillance scope: 1) Are redundant servers and network switches required? 2) Is the security vendor responsible for providing the secure equipment rack for the ACS and VMS servers? 3) Is the security vendor responsible for installing the security LAN infrastructure? 4) Specs state owner to provide network switches. Is the airport authority providing network switches for both the ACS and VMS? 5) Does the airport authority have a preferred network switch if vendor supplied? 1) ACS System Specs reference an IDS system. Drawings do not include information on system or location. 2) IDF numbers do not match between T-002 & T-202. Please verify MDF/IDF room numbers. 3) Is the TSA credential a government issued credential that is equivalent to a CAC or TWIC credential? 4) Will the access control database communicate to a government database to verify that a TSA card holder is still active and if they are not, remove their access automatically? 5) Will there be any access control doors that only a TSA credential can be used and that the credential will need to be verified to a government database before the local access control system can allow access?

Since this unit is ground mounted, is this correct? 3) NOA1 page 11 of 11 notes drawing A-750 as being issued in addendum. This was not included in the NOA1 file?
