Description: The City of Portales requests Qualification Based Competitive Sealed Proposals for an All-Hazard Mitigation Plan from organizations which can provide requested mitigation services to support the City of Portales, Village of Floyd, Village of Causey, Village of Dora, Roosevelt County and its rural unincorporated area in the formation and organization of the All-Hazard Mitigation Planning Team (HMPT) and creation of an All-Hazards Mitigation Plan. The objective is to identify the organization that can offer the most comprehensive services at the most competitive rates.

A few questions have been asked about our RFP. We would like to address those here and invite everyone ability to share in the answers. 

1. What is the designated budget for this project?
     The final budget for this project has not been determined at this time as contractor fees will need to be established to confirm the project budget.
2. What are the roles of those who will be evaluating this proposal?
    The evaluation committee will consist of both City of Portales and Roosevelt County Personnel. Experience from fields range from Emergency Management, Procurement, and Finance. Each will bring their knowledge to choose the proposal that best meets the needs of the project.
3. Would the City consider permitting any of the following to be excluded from the page count: Resumes, cover letter, project lists, and/or references? We request this so that proposers can meet all criteria requirements and provide sufficient information to City of Portales evaluators. 
   Specific capabilities and experience were included in the initial RFP and will include 'project lists' in the page count. Resumes, cover letter, and references can be excluded from the page count if submitted.

Question: Hello. The RFP states that the submission due date is July 22nd at 2 PM MST but this website says the deadline is July 21st at 2 PM. Can you confirm the submission deadline? Thank you!

Response: We do apologize for the confusion. The submission deadline is July 22nd by 2PM MST.
