Question: The quote states that the PTAC units are supposed to be "energy star" rated but the units are not energy star rated, see the energy star rating list
Response: Disregard the information about Energy Star rated in the original specification. KCDC's goal is to have energy efficiency commiserate with its operational needs. KCDC wants an EER of 11.6 or higher on 12,000 BTU units.

Question: What are the payment terms for this contract? Will seller need to stock this product at a local warehouse? Where are the units to be delivered to? Are there any provisions in the contract for future price increases? Should there be an add for shipping charges in case KCDC does just a few at a time?
Response: Please see the solicitation document-in particular paragraphs 1c, 7 and 11. Paragraph 7 references KCDC "General Instructions to Suppliers" document which includes our standard payment terms. See paragraph 42 for payment details.
