1. Are designs required? Yes, the purpose of this RFP is for qualified master planners and landscape architects to submit design ideas based on the scope of services described on pages 4-6 of the RFP.
2. Are there any ideas yet? See the scope of work, pages 4-6 of the RFP.
3. What is the process of submitting additional questions? Submit all question by email to procurement@cityofbeaufort.org.
4. What is the anticipated timeline for interviews of the proposer(s) with the highest evaluation scores? The selection committee will likely schedule interviews with the highest ranked proposers in early April.
5. Will the contractor or workers on this project be required to be minority owned businesses or individuals? As stated on page 3 of the RFP, the City adopts the State of South Carolina goal for participation of minority/women owned business enterprises (M/WBEs) of 10% of annual controllable procurement expenditures. However, a specific expectation has not been set for the RFP.
6. What is the expected date to begin construction? There is no expected construction start date at this time. As stated on page 5 of the RFP, “Submissions can be made on the design-only portion of this project or both design and build”. Design and build proposals may include a proposed start date for construction.
7. Is there a designated construction budget? There is no set budget yet for this project.
8. What is the anticipated project timeframe/start date? See question 6.
9. The RFP mentions on p5 that submissions may be for either Design or for Design and Build; would you please clarify this, and let us know if there are two RFPs? If a design-only is accepted than a separate Invitation for Bid (IFB) will be issued.

Include any general information the firm wishes the City to consider about the QS”. In which section should we put this information in our response? Summary of proposal.

17. The Request for Services reads more like an RFQ, rather than an RFP. We cannot find a requirement for a price submittal. Does the city want pricing included in the submission? Pricing for the design and/or build should be included in the response.
18. If the bidder is only to provide Design, what will the nature of the relationship with the builder and construction phase be handled? Will the design team assist in the selection of the builder? Yes.
19. Will the design team review bids and provide language/exhibits for bid addendums? Yes.
20. What would be the involvement of the design team be during construction? The design team will be involved in the selection of the builder and oversight of the construction.
21. Will the design team be responsible for change orders during construction? No.
22. What authority does the design team have for minor on-site changes during construction as needed to address on-site conditions? Change orders will be managed by the City’s Director of Capital Improvements with input from the design team.

General Terms and Conditions: FORCE MAJEURE The successful vendor shall not be held responsible for failure to perform the duties and responsibilities imposed by the contract due to legal strikes, fires, riots, rebellions, and acts of God beyond the control of the consultant, unless otherwise specified in the contract.
31. What historical artifacts, records, documents does the City possess that may be incorporated into this museum? There is a collection of documents associated with the history of this event.
32. Are there any known issues (flooding, archeological finds, property disputes, etc.) associated with the property? The property borders along the Battery Creek marsh front.
33. Does the property have utilities available on the property (water, sewer, electricity, internet, telephone)? Although the site is currently vacant, there are existing utilities from prior businesses that have been disconnected. Utility connections necessary for the park will need to be included in the building plans.
34. Who will be responsible for maintaining the property after construction? Will the City provide this service? Or will it be contracted? The city intends to maintain the property.
35. How will the payment schedule be coordinated? What is the typical time from the time an invoice is received to when payment is issued from the City? Invoices received by Friday are usually paid by the following Thursday.
36. Will there be a single point of contact from the City for this Project? What will be the responsibilities for the point of contact? Will this person be available for meetings during the design and build, approve change orders and payments, make decisions regarding the design and build components of the project? The City’s Director of Capital Projects will be the point person to schedule meetings, represent the stakeholder group regarding design and build components and approve change orders and payments.
