Question: Are contractors required to purchase walk off mats when they need replaced? if so is there a current count as to how many walk off mats there are around the locations being bid?
Response: Best Quality and best price are the over arching criteria. If a local vendor matches the price but the quality for the price is not reached than the quality vendor wins.

Response: Approximate Square footage is listed in the scope of work. There are an average of 10 per day that come through the Executive Airport

Question: Your RFP lists the award criteria as 100 points with the price being 15 points of the overall evaluation, in PART lX under section 2.537.1 it states that a "resident vendor" could have the opportunity as a responsive vendor to match the price of a responsive "non-county vendor", this seems as though the other 90 points do not come into play. Is pricing going to be the determining overall factor without the other 90 points being taken into consideration?
Response: Best Quality and best price are the over arching criteria. If a local vendor matches the price but the quality for the price is not reached than the quality vendor wins.

Question: • Pg. 28 of the RFP (Exhibit A) states that proposals should respond to the scope of work point by point by numeric reference. Contractors are already providing a technical proposal outlining the management/implementation approach to the contract as a part of the RFP requirements. Is the intent to have contractors to provide both?
Response: No, your proposal will not be affected if all aspects of the requested information is provided in one place.

Response: See answer to the next question. We will evaluate your proposal in the format you wish to provide. We are not concerned if your proposal does not “match” as long as the requested information is provided.

Question: • Pg. 29 of the RFP (Exhibit B) states that the offeror should briefly describe each step of the schedule of events in his proposed plan of action to accomplish the scope of work in a sequential manner. Please clarify if you are requesting a contract transition/mobilization plan?
Response: We are requesting a transition plan so that services will not be stopped during a transition. We are looking for how you plan to execute that.

Question: • Pg. 31 of the RFP (Exhibit D) request contractors to provide the names, titles and background of all proposed personnel. This is not a typical request as part of a proposal requirement – to provide all of our employee names on a contract level. Oftentimes, contractors will recruit for specific needs and personnel are not typically identified until mobilization. Would the county allow Exhibit B to be provided as a post award/mobilization deliverable/submittal?
Response: This is a commercial airport terminal which is monitored and control by security measures required by TSA. Portions of the terminal and other airport property in this RFP are inside the Security boundary. ALL contractor, employees etc. must be screened via a background check in order to receive a security badge. IF your company is selected, this will be the time your staff names etc. will be required.
