The City of Raton is seeking expressions of interest from qualified individuals or firms regarding the operation and management of the Raton Municipal Airport / Crews Field (RTN) as a Fixed Base Operator (FBO) or Airport Management Contractor.
This Request for Information (RFI) is being issued to gather input and identify interested entities that can ensure continuity of airport operations during a forthcoming transition in the FBO’s ownership and management. The City’s objective is to evaluate available options for maintaining high-quality aviation services and potentially facilitate a transition of the existing FBO lease or business to a qualified new operator or owner.
This RFI is not a formal procurement or contract solicitation. The City may use the information received to inform its next steps, which may include direct negotiation, facilitation of a private transfer, or the issuance of a future Request for Proposals (RFP).
Responses must be received no later than 5:00 P.M., November 14, 2025.

Purpose of this Addendum
This Addendum serves to provide additional information related to the above-referenced RFI.
The current FBO Lease Agreement (2012) and the First Amendment to the Lease Agreement (2017) are hereby made available as reference documents to interested parties. These documents are attached to this Addendum and posted with the RFI materials on the City’s website at www.ratonnm.gov.
Clarification
Interested parties should note the following:
• The City’s current FBO operator, Express Aviation, has expressed intent to transfer its lease and exit operations.
• Respondents to this RFI may, at their discretion, propose to:
1. Assume the existing lease (subject to City approval and assignment procedures), or
2. Negotiate a new lease with the City of Raton under mutually agreeable terms.
• Any lease assignment or new agreement will require formal approval by the City Commission.
All other terms and information contained in the original RFI remain unchanged.
Respondents are encouraged to acknowledge this Addendum in their submissions.
