Question: Good Morning Mr. Fletcher, We have the following questions in regards to RFQ 18-20/21. 1) Regarding need for a hydrologic model: a. A hydrologic model is mention three (3) times with the scope of work, but is not defined as a specific task of the RFQ. Does the County anticipate that a hydrologic model be developed as part of the project scope of work? b. Is a hydrologic model a deliverable of the project? c. Does the County prefer a specific hydrologic modeling software? (i.e. EPA SWMM) d. Will the technical requirements for the hydrologic model be provided? (i.e. sub-watershed size, infiltration method, routing method, time steps, level of detail required?) 2) What is the anticipated deliverable for Task 1.A- Data Collection/Review/Analysis? 3) What information is required in the GIS deliverable referenced in Task 2.A- Plan Report Preparation Anticipated Product? 4) Regarding the citizen Input portion of the Study Scope: a. Does the project scope of work include developing the citizen input survey forms to identify areas of concern, compiling the data, and determining significant problem areas? b. Are public meetings or door-to-door polling anticipated to be necessary? c. If so, what percentage of residents are to be canvassed?

Response: 1) Q: Regarding need for a hydrologic model: a. A hydrologic model is mention three (3) times with the scope of work, but is not defined as a specific task of the RFQ. Does the County anticipate that a hydrologic model be developed as part of the project scope of work? A: No. A model is not anticipated to be delivered. The engineer need only to develop a model to the degree necessary for him/her to properly identify and offer corrective measures of the storm drain conveyance component or system. b. q: Is a hydrologic model a deliverable of the project? A: See response to number 1. c. Q: Does the County prefer a specific hydrologic modeling software? (i.e. EPA SWMM) A: See response to number 1. d. Q: Will the technical requirements for the hydrologic model be provided? (i.e. sub-watershed size, infiltration method, routing method, time steps, level of detail required?) A: A draft plan that the County can readily, disseminate, budget and plan for improvements to areas of greatest concern in a prioritized manner. The draft plan should include a cost estimate for improvements. The plans shall include recommendations and methods for improvements but not necessarily detailed plans for each component of system. 4) Q: Regarding the citizen Input portion of the Study Scope: a. Does the project scope of work include developing the citizen input survey forms to identify areas of concern, compiling the data, and determining significant problem areas? Question: Good afternoon. The RFQ states the cover page is not included in the page count and should be the first page of the proposal, which we understand to be the last page of the RFQ. However, under Proposal Submission requirements it states "A cover letter (See the last page of this proposal)." which is the cover page. Is the County saying that the cover page is the cover letter or do we provide the cover page AND a cover letter with information about the firm? Additionally, if we supply both does the cover letter count towards the page count? Can you please clarify? Thank you!

Response: The cover page on the last page of the RFQ will serve as the cover letter. It should be the first page of your proposal and it will not count toward the total page count.
