Question: As we have been reviewing the documentation for Jackson Ave RFQ, we’ve noticed that the site boundaries are shown differently between the documents and wanted to confirm the correct boundaries for our proposal. The Jackson Avenue RFQ site outline (what's outlined in red) does not include a portion of the the 401 W Jackson parking lot plat but does include the rail yard just south of the tracks - owned by City Yard Partners OZ LLC. The McClung Public Input Report does not include the rail yard between the site and tracks but does include the full parking lot at 401 and an additional plot of land at 512 W Jackson. KGIS shows all lots highlighted & in red owned by KCDC = the full lots at 401 & 512 W Jackson but not the rail yard. Could you clarify exactly what parcels are included in the RFQ please?

Response: The property that is associated with the RFQ is the property shaded in red in the various site maps and aerial images contained within the RFQ document. More specifically, the RFQ pertains to all of the following KCDC-owned parcels in their entirety: 094EJ001, 094EJ002, 094EJ003, 094EJ004, 094EJ00503, and 094EJ00502. The RFQ also pertains to a portion of parcel 094EJ00102 which is currently shown as being owned by City Yard Partners OZ LLC and a portion of parcel 094EJ00101 which is currently owned by KCDC. There is a public right-of-way between the KCDC-owned parcels and the City Yard Partners OZ LLC parcel that is in the process of being closed and transferred to KCDC; this ROW is also part of the RFQ. As noted in the 2nd paragraph of the “Overview” section on page 6 of the RFQ, the parcels that make up the subject site are in the process of being platted into a single lot that will all be owned by KCDC. The re-plat process is on-going but is expected to be finalized in advance of any sale of the property to a developer for redevelopment.

Question: Could you please direct me to where the draft BVA is located? Thank you!

Response: As noted on page 14 of the RFP, the City’s McClung website (https://www.knoxvilletn.gov/government/city_departments_offices/urban_design_and_development/strategic_projects/redevelopment_of_mc_clung_warehouse_sites) has a link to numerous documents and reports regarding the site’s environmental history. Specifically, in the “2019” category, there is a link for the “Final Report of Brownfield Cleanup Grant Implementation…”. An exhibit to that report includes a draft BVA. Note, the draft BVA agreement will have to be updated to reflect, among other things, changes to the site’s boundaries as well as whatever the final proposed redevelopment project is for the site.

Response: There is not but KCDC advises proposers to be judicious and not add unnecessary or duplicative information.
