QUESTIONS: The following questions were asked, and the answers follow and become a material part of the contract. Where conflicts occur between this addendum and the original RFP, this addendum prevails:

Please list out any known fleet size increases or decreases in the next five years. We don’t see the fleet changing size in the next five years.

In the case of bus accidents or bus retirements the cost to repair and replace wraps can be high for a vendor to bear through no fault of their own. Would BCT be open to working with the vendor to establish a share in the cost to replace signs and wraps only in the event that a bus is damaged or retired from the fleet? The City will consider a 50/50 cost share for damage, but vendors should specify in their proposal if they will assume 100% of the risk or 50%. This could affect scoring.


Will BCT indemnify a new contractor against any damage that may occur to buses upon removal of previous vendors’ advertisements? A public entity cannot indemnify, and our attorney will not approve any contract that seeks to do this.

Please provide a list of advertisers currently advertising on BCT’s fixed route fleet, paratransit fleet and shelters. Please include monthly rate advertiser is paying, quantity and type of advertisement and contract expiration date. We do not have a ready list.

Can you please provide net revenue BCT received from advertising program for each of the last 5 years? Around $116,000 per year revenue.

What is the current percentage revenue share between BCT and current vendor? 50%

Can you please provide the current minimum annual guarantee current vendor is responsible for each of the last 5 years? $31,000

Please confirm that all rights, contracts, responsibilities and revenue of all clients that are currently advertising will be transferred to the new vendor upon contract execution and start date of the program. Contracts between 3rd parties are outside of our control. It will be the responsibility of the incumbent vendor to contact clients and coordinate change over.

Item 19 in the Scope of work indicates that bus wraps would need approval of BCT. If advertiser was in compliance with the established advertising policy would there be a reason that BCT would not agree to let contractor offer a bus wrap? BCT must pre-approve all wraps, regardless of previous acceptability.

Item 19 also states that bus wraps are for minimum of 2 years. Many clients will not commit to 2 years as it may not fit their budget or marketing plans. For example if a national telecom company wants bus wraps in Battle Creek to promote their 5G service roll out for 3-5 months but the requirement is minimum of 2 year commitment we will lose that potential revenue as they will allocate marketing dollars elsewhere that better fit their plans. Will BCT strike that requirement if contractor can demonstrate the benefits to BCT? Yes, Transit will consider options.

Please confirm that BCT will retain the responsibility of cleaning and maintaining shelters. Yes

Is there a limit of 2 buses allowed to have bus wraps or please confirm that all buses will be allowed to accept full wraps, half wraps (one side) King kongs (one side, between wheels, top to bottom) and all other options once ad frames are removed. All buses (600-series) and Tele-Transit cutaways (100-series) are available to be wrapped.

Are shelters illuminated and/or have electricity to them? Only two shelters are illuminated via a solar light. The light illuminates only the interior of the shelter. The rest have no electricity and no lighting.


What are the addresses of the bus shelters? We do not have addresses for shelters, but they are on the routes. All 24 shelters can accept advertising.

Can you please provide a list of buses in fleet. Please include model, year, size of bus?
