ADVERTISEMENT
The City of Woodstock, Georgia (CITY) hereby issues
a request for bids (RFB) from qualified contractors
for the purpose of rehabilitating the stormwater pipe at Dream Catcher Drive,
including but not limited to removing and replacing pipes, removing and
replacing any disturbed areas or items in like and kind by the contractor.

by visiting Vendor Registry. All questions must be submitted
through Vendor Registry.
All responses to this RFB must be received electronically through
Vendor Registry to the City of Woodstock, Georgia no later than 1:00 P.M. on December
10, 2019. Bids will be publicly opened and read aloud at 1:06 P.M. at the City of
Woodstock Annex located at 12453 Highway 92, Woodstock, GA 30188. All bids will
be evaluated by the City and the project will be awarded, if it is awarded,
within 60 days of the bid opening.
Goods and services shall meet or
exceed the following guidelines:
·
All work shall be
done in accordance with the City of Woodstock, Georgia and Georgia Department
of Transportation Standard and Supplemental Specifications (current edition). All
necessary licenses and permits shall be obtained by the contractor at his/her own
expense unless previously obtained by the City.
·
All known
facilities are shown schematically on plans and are not necessarily accurate in
location as to plan or elevation. Utility facilities such as service lines or
unknown facilities not shown on plans will not relieve the contractor of their
responsibility under this requirement. “Existing utility facilities” means any
utility that exists on the project in its original, relocated or newly
installed position.
·
Utility work
coordination will be required as part of this contract. The contractor shall be
required to use the one-call center telephone number 811 or 1-800-282-7411. For
the purpose of coordinating the marking of underground utilities, the contractor’s
attention is called to subsection 105.06 of the GADOT Standard Specifications –
Cooperation with Utilities.

Ingress and egress
shall be maintained at all times to adjacent properties. Refer to 107.07 of the
Georgia Standard Specifications.
·
All signs, mailboxes,
landscaping, storm drains, curbing and/or gutter, concrete sidewalks, lawns,
trees and other grasses areas, and fencing disturbed by construction operations
shall be removed and replaced in like and kind by the contractor at no
additional expense to the owner and to the complete satisfaction of the owners
of the disturbed item.
·
It shall be the
contractor’s responsibility to furnish suitable borrow material for the project
and to dispose of any unsuitable or waste material in compliance with all
local, state and federal regulations. Concrete and asphalt materials removed
from the project site may not be placed in fill locations that fall within
easement areas. All fill areas must be compacted to minimum 95% standard proctor.
·
Ingress and egress
to all properties at the project site shall be maintained at all times. Site
access for residents, property owners, the traveling public, trash pickup, mail
and parcel delivery services, school buses and emergency vehicles shall be
maintained at all times.
·
A preconstruction
meeting must be held with members of the City and the contractor prior to
commencing work. In addition, the contractor shall notify the owner twenty-four
(24) hours before beginning construction.
·
The contractor
shall observe all applicable local, state and federal safety regulations
regarding pipe installations in trenches. No separate payment will be made for
any cost incurred to comply with the requirement.
·
All existing pipe
no longer in use shall be removed unless otherwise noted on plans or as
directed by the engineer.
·
Traffic control
shall be in accordance with the City of Woodstock, Georgia requirements and the
Manual of Uniform Traffic Control Devices.
·
Contractor shall
use rubber-tired equipment/machinery on paved roads. If any of the contractor’s
actions result in damage, it shall be the responsibility of the contractor to
repair and/or replace any damaged items.
·
Cleanup shall be accomplished
at the end of each work day with access to all facilities fully restored.
·
Contractor is
responsible for all equipment, labor and material for bypassing stormwater during
construction.
·
All cut and fill slopes
shall be stabilized to comply with section 161.3.05.B of the specifications in
order to reduce the potential for erosion. If the season does not permit
permanent grassing, temporary straw mulch and/or temporary vegetation shall be
used as directed by the engineer.
·
Sprinkler systems,
if any, shall be removed to the construction limits and plugged during construction
and replaced in kind after construction is complete. Price to be included in
lump sum bid.
·
All existing storm
drain pipes, including storm structures, within the construction limits shall
be cleaned prior to completion of project.
·
All grassed areas
shall be replaced in kind with sod.
Pricing shall be lump sum for the project. The contractor shall be responsible for furnishing all
materials and labor to complete the project and shall coordinate construction
dates and times with the City of Woodstock, Georgia Public Works Director.
Pricing shall be valid for a
period of 60 days after the RFB submittal date. All work must be approved prior
to the release of payment. All work is expected to be completed within 60 days
after a notice to proceed has been issued, pending any unnatural weather
occurrence. Bidder further agrees to pay as liquidated damages the sum of $250
per each consecutive calendar day that the Bidder shall be in default after the
date stipulated in the contract for completing the work.
The successful bidder will be
required to furnish OWNER with Insurance and Workman's Compensation Insurance.
CONTRACTORS and SUBCONTRACTORS bidding on this
Project will be required to comply with all Federal, State, territorial, and
local laws. The City reserves the right to
accept or reject any and all bids or any or parts of a bid wherein its
judgment, it will be in the best interest of the City; waive any
technicalities/informalities in the RFB document and bid process; and to
qualify and award any or all of this contract in any manner in which the City,
acting in the sole and exclusive exercise of its discretion, deems to be in the
City’s best interest. If no acceptable bid is received, the City also reserves
the right to re-solicit bids, at its sole discretion.
