Question 1

Posted: 9/21/2022

Question: You mentioned that you had the design done for the building and were about to go out to bid for it. Do you have some type of building sketch, with elevations, traffic pattern, etc. that you can share with us? Can you give us an idea where the building will be located on the property as well as it’s orientation? Can you give us an idea where the scales will be? Can you give us an idea where the trucks will enter the building to tip? Can you give us an idea where the loading docks will be? How many? What are the operating hours you anticipate for this facility? If a given vendor is unable to deliver a system until Spring of 2024 (operational in late Summer 2024) will they be removed from consideration? Do you have a target budget established for the equipment? This will give potential suppliers good direction in offering a solution...either lower or higher automation. Given the time that goes in to such a response, we would like to request an extension of 30 days (to November 4) for the deadline. If the County takes up to a week for responses to questions, then it is likely that a final addendum may not be issued until just days before the current due date. Can the county provide a list of materials that are included within their recycling program? Can the county provide a list of material types they would like to recovery within the recycling system? Below is a sample list of material typically recovered with systems OCC Mixed Paper PET HDPE Steel Cans Aluminum Mixed Glass/Fines Does the county want to make a UBC grade Aluminum material? Would the county like some type of glass cleanup system within the system? For the source separated materials coming from Collection Centers, is this planned to be processed over the separation equipment or will this material be clean enough to be fed directly into the baler? How does the county plan to handle any system residue/trash? Should the system provide plan to include a way of compacting the material for transport? Can we assume that the system supplier should provide a baler within their scope of work? Or will the county reuse a baler they currently have? Can we assume that the county would like to stay away from older technology like rubber disc screens for fiber/container separation to reduce maintenance and operational cost of the MRF? Can we assume that the county is not interested in a fully manual sorting line for all recyclable commodities?

Response: Please see Addendum Attachments

Question 2

Posted: 9/22/2022

Question: Will the County have a specific form for the issue of the Performance and Payment Bonds? Or an AIA form would be acceptable?

Response: The AIA is acceptable.
