CONSTRUCT BAGGAGE CLAIM EXPANSION at DESTIN-FORT WALTON BEACH AIRPORT (VPS) OKALOOSA COUNTY, FLORIDA
Notice is hereby given that the Board of County Commissioners of Okaloosa County, FL, will accept
bids until May 3, 2023 at 3:00 p.m. (C.S.T.) for Construct Baggage Claim Expansion.
Okaloosa County (COUNTY) and the airport staff (AIRPORT) desire to modify the existing
baggage claim systems and construct an expansion of the baggage claim portion of the east
terminal non-secure public use areas as well as the canopy over the baggage claim load belts in the
secure area. The project will construct a baggage claim expansion with baggage claim systems,
rental car counters and offices, and airline baggage offices. The project will also renovate the
existing baggage claim portion of the east terminal. Impacts to existing airport facilities that will
be incurred include: connection to water, sewer, gas, electrical, landscaping, covered walkway,
and other airport facilities.
Funding for this project is being provided by federal funds (FAA, AIP and PFC regulated funds),
CFC regulated funds, and Airport local match funds and will be subject to all applicable County,
State and Federal requirements as determined applicable.

Unless otherwise stipulated in the bid/proposal description, all responses must be submitted using

are timely submitted will be opened and reviewed.
The County reserves the right to award the bid to the lowest responsive respondent and to waive any

the resulting Agreement that is in its best interest and its decision shall be final.

Question: 1. What has changed in the drawings from the last bid 6 months ago? 2. Where is the closest temporary power connection point for a trailer on the laydown area? 3. What is the budget for this project? 4. Please clarify and or consider an allowance as it caused confusion with the EC’s. The Infax system devices. Who installed the previous system? The specs call for licensing etc. The County already has a contract with Infax. The previous time this was bid the Telecommunication/cabling providers excluded the entire Section # 275123. 5. The Daktronics display boards in the specs are outdated (from 2001) on the baggage carousels. According to the manufacturer they are not made anymore. Please provide an alternate or consider adding an allowance for this. Who supplied/installed the previous? 6. Please clarify what pavement is being replaced and how much in the rental parking area after the job is complete? Are we to only replace it if it is damaged at the end of the project? 7. Is 15 million in liability required for insurance? 8. Specs do not call for FF&E but plans show seating. Is GC to cover the seating? Please clarify manufacture and model. 9. Are temp fence and low profile FAA barricades enough for barriers at the site, or will we be required to use concrete barriers? 10. Are we allowed to use flange mounted temp fence? 11. Will temporary air be required? 12. Ductile iron pipe has a 7+ month lead time, will engineer accept plastic pipe? 13. Everyone is having a hard time getting FDOT DBE subcontractors for all projects around this entire area. They are not responding to our requests. 14. Can the AE clarify the metal panel system manufacture? The current one listed in the specs is not even made by the manufacturer that is listed. It calls for a “cladding” panel that we structall does not produce. 15. It looks like in the civil drawings you are pulling the north hydrant off the 4” potable line as opposed to the 10” line utilized by the south hydrant. Please clarify. 16. There are conflicting Limits of Liability outlined between the Okaloosa County Standard Clauses (OCDC-3) and the Contract Forms (General Services Insurance Requirements GSIR-3). Please confirm the lower insurance limits listed on OCDC-3 are the required limits for this project. 17. The first time this project was bid in 2022, Addendum 2, dated June 23, 2022, Addendum 3, dated June 29, 2022; and Addendum 5, dated July 6, 2022, responded to bidder questions. Please confirm these responses apply to this rebid. 18. Is Prosoco R Guard Air Barrier system acceptable in lieu of the sheet membrane material you are specifying. The specs are unclear on this. Usually behind the wall panels the manufacturer has a special requirement. 19. Clarify the Sysco 24 port system that is needed are we attaching to the existing? Okaloosa County has provided this on previous jobs. 20. Page CE-1-302 – decorative fence callouts: Decorative fence is called out, and the line with x’s is used to reflect its locations, but it seems like they used it in places SIDA fence is called out. Page CE-1-401, this same spot SIDA fence is shown through multiple phases, but matches the decorative fence x---x---x---x callout. 21. Please confirm that we are expanding the fence gate opening from 25.9’ to double rolling 44.5’ 22. Will Gate B1 be shut down the entire time or until we can get utilities finished? 23. Can you clarify irrigation sprinklers. Page AG-0-003 note #10 mentions sprinklers but nothing is in the drawings for this. 24. From Systems Specialists Inc. I see that the new VAV Boxes are required to come mounted to the boxes from the factory. Which controls are being mounted and I can verify if they are compatible with the existing controls and front end. 25. Please clarify column covers make and model. Are Forms and Surfaces approved? 26. I signed in on the zoom meeting for the pre bid and my information was not on the addendum.

Question: 1. All drawings submitted must have the appropriate title on the front page and must state the applicable PGDS version for the project. Please confirm this is not required. PGDS does not apply to this SOW. 2. Support documents must include 3D AutoCAD model in “.dwg” format. Please confirm 3D modeling is not required for this project since the majority of the work occurs below 8’-0”. 3. BHSC must provide on-site mechanical and electrical, and on-call technical, PLC and software support (with the ability to remotely connect to and monitor the system), during normal operational hours for a period of 60 days starting on the date of live operations, and on-call technical support for a period of 30 days thereafter. Please confirm that 7 days of support per device is appropriate. The total of 90 days is excessive for an inbound system. 4. A complete BHS control system must be supplied as part of the work required under this contract. The control system must interface and/or control, at a minimum, the following equipment and all functionalities relevant to the equipment a. Operator Displays b. Operator Interfaces c. Queue/Gapping Conveyor Belts d. Claim Devices 1. Please confirm who provided the existing BHS (MDS/MIS/HMI) control system. 2. Please clarify if the existing system is to be modified to incorporate the proposed inbound systems or if a complete, new BHS (MDS/MIS/HMI) control system is intended to be supplied. 5. The control system must include the ability for an operator to take any diverter out of automatic, and manually control diverters for desired routing scheme from the Control Room. Please confirm this is not required. Diverters do not apply to this SOW 6. Decking requirements for Slope plate devices aren’t indicated. Please confirm the decking requirements for the slope plate carousel and who will be providing the decking. 7. Drive quantities for Slope plate devices aren’t indicated. Please confirm drive quantities per Device. 8. Drive quantities for Flat plate devices aren’t indicated. Please confirm drive quantities per Device. 9. Unless otherwise agreed to, protection for baggage handling system equipment and master control panels must be in the form of concrete and core drilled, concrete filled bollards, which must be provided by the General Contractor and coordinated with Architect. As a minimum, flange-mounted steel tube guardrail posts for protection of such equipment must be 4” X 4” square with ¼” wall thickness with steel channel cross members. 1. Please identify areas for Bollards where coordination with the GC required. The drawing package provides details of impact protection rails only. 2. Please confirm the BHSC should assume impact protection rails at load belts, inclines, and in front of flat plate load areas only. 10. Existing Upper Level system must be modified to show the new Inbound system. Each stand-alone Inbound PLC must communicate to the existing Upper Level System via Ethernet. The purpose of this SSD is to show the Inbound system in one screen. SSD must be minimum 42” flat panel LCD commercial grade monitor. Please identify who has provided the existing Upper Level System 11. Stainless Steel manufactured by: a. Bullock Fabricating, Inc. b. Or approved substitution Please confirm Claim Device Supplier can supply their own stainless. 12. Zone Faults a. Provide at minimum a 16-point dry contact output module for the purpose of zone faults. b. Zone faults must be coordinated with the Owner.c. Owner will be responsible for all connections from this point to their maintenance system. Please define Zone Faults. 13. One (1) System Status Display (SSD) must be added to show the new Inbound system separately from the Outbound system. 2. SSD must be installed in the BHS Control Room. Noted Location of Control Room not indicated in Drawing Package? 14. 5.1A-B Sequence: Please clarify this Section as it describes a ticket counter operation and a card swipe, not inbound. Card swipes are not indicated in the drawing package. Please provide an operational description for flat plates. 15. 5.2 Missing Bag Jam: Please confirm this is not required. There are no requirements for a missing bag jam on an inbound system unless tracking is required. Tracking requirements are not identified in the specification. 16. a. Motors must be equipped with an integral or separate HOA switch. b. The stations must be located such as to be able to overlook the elements which are to be controlled by the HOA station. 1) The HAND (H) position must bypass the control circuit and run the conveyor regardless of jam conditions or surrounding conveyor status. Do not bypass E-stop, overload, disconnect and other faults that are electrical by nature. 2) The OFF (O) position must stop the conveyor. 3) The AUTO (A) position must run the conveyor under normal PLC control, and must initiate the normal start up alarm sequence followed by the restarting of the conveyor if the downstream conveyors are running. Please confirm if HOA Selector Switch function can be provided through the existing MDS/MIS/HMI and eliminate the control stations. 17. MDS must be capable of generating Key Performance Indicator (KPI) dashboards to represent real time and historical data. Please confirm this is not required. If so, please identify what the existing system capabilities are and routines to create the KPI’s. 18. Test bag set must consist of “stream of commerce” representative checked bags (see PGDS Appendix D for bag weight & dimensions). The bag set must comprise the variety of types (including but not limited to: totes, carry-on sized bags, soft sided bags, golf bags, hard sided bags, garment bags, duffel bags, military-style duffel bags, gun cases, coolers, etc.) of baggage expected to be checked. The clear or alarm bags will not contain more than 30% of a similar type bag. Please confirm this is not required. PGDS does not apply to this SOW. 19. Static testing must include, but not be limited to: Bolt torque verification 2) Conveyor installation 3) Belt tension 4) Material and equipment verification 5) Electrical wiring and cabling installation 6) Control panel and control station installation 7) Network validation and certification. Drawing does not indicate if drives for carousel are single or dual, and their respective locations. Please confirm drive quantities per unit and confirm drive’s respective locations. 24. Is the unit accessed from the roof where the chillers are located? B. Can we set a crane on the Tarmac? C. Is temporary A/C required? Please explain location of temp AHU & power. D. Do we reuse existing valve, strainers etc. or provide new hook-up? E. Please provide elevation drawings for AHU-2. F. The control sheet shows a reheat coil in AH-2. The schedule does not list a hot water coil. Please show a schedule if required. The hot water coils are in the VAV boxes. G. The AH-2 schedule shows 100% outside air yet the controls show return air duct and the EAT 81 Degrees, that shows this unit is not a 100% outside unit. H. No GPM is shown for the CW coil. 2. A. Schedule for AH-2 that is located in the Mech room calls for 316 stainless steel casings both for interior and exterior casing. B. Schedule for RTU5 & 6 located on the roof calls for 316 ss for just the interior casing. C. Should AH-2 located inside the Mech. room just have 316ss on the interior casing? 3. Detail 3 on sheet ME-5-001 shows a roof pipe support. Sheet ME1-202 shows a 3/4" condensate on the roof. Please supply a correct detail for the 3/4" pipe.

Question: BHS Contractor Question: 1. Warranty Start Date: Please confirm correct warranty start date. General Provisions state that the warranty is to start at Final Acceptance, but the sample Subcontractor Warranty and the BHS Technical Specification both state that the warranty is to start at Substantial Completion of each phase. We assume that Substantial Completion is the correct start date. 2. Termination for Convenience Compensation: Please confirm whether Contractor (and subcontractors by extension) are entitled to reimbursement of additional costs, outside of the Contract Price earned to date), in the event of termination for convenience. Per Instructions to Respondents, Contractor will be paid only the Contract Price earned to the date of termination but waives all other damages; Contract Price/time may be adjusted in the event of a suspension for reasons outside of the Contractor's control. However, Std. Form of Agreement states that Contractor is also entitled to other costs as permitted by prime contract and approved by Owner plus 10% of cost of work for O/H and profit.

Is the unit accessed from the roof where the chillers are located? B. Can we set a crane on the Tarmac? C. Is temporary A/C required? Please explain location of temp AHU & power. D. Do we reuse existing valve, strainers etc. or provide new hook-up? E. Please provide elevation drawings for AHU-2. F. The control sheet shows a reheat coil in AH-2. The schedule does not list a hot water coil. Please show a schedule if required. The hot water coils are in the VAV boxes. G. The AH-2 schedule shows 100% outside air yet the controls show return air duct and the EAT 81 Degrees, that shows this unit is not a 100% outside unit. H. No GPM is shown for the CW coil. 2. A. Schedule for AH-2 that is located in the Mech room calls for 316 stainless steel casings both for interior and exterior casing. B. Question: BHS Contractor Question: 1. Warranty Start Date: Please confirm correct warranty start date. General Provisions state that the warranty is to start at Final Acceptance, but the sample Subcontractor Warranty and the BHS Technical Specification both state that the warranty is to start at Substantial Completion of each phase. We assume that Substantial Completion is the correct start date. 2. Termination for Convenience Compensation: Please confirm whether Contractor (and subcontractors by extension) are entitled to reimbursement of additional costs, outside of the Contract Price earned to date), in the event of termination for convenience. Per Instructions to Respondents, Contractor will be paid only the Contract Price earned to the date of termination but waives all other damages; Contract Price/time may be adjusted in the event of a suspension for reasons outside of the Contractor's control. However, Std. Form of Agreement states that Contractor is also entitled to other costs as permitted by prime contract and approved by Owner plus 10% of cost of work for O/H and profit.
