The City of Goldsboro is requesting written proposals from qualified firms to perform project specific underwriting and subsidy layering. The City is an Entitlement Grantee under the U.S. Department of Housing and Urban Development (HUD), Community Planning and Development programs. As a HUD Entitlement Grantee, the City is required to conduct an underwriting and subsidy layering review of all proposed HOME funded development projects before any commitment of federal funds.

Pre-Bid Meeting Details: The purpose of the pre-proposal conference is to provide assistance to interested consultants in the interpretation of the Request for Proposal (RFP), Scope of Services, Sample Contract, and other technical and contractual matters. Attendance at the pre-proposal conference is not mandatory but is highly recommended.
