Description: ChildCareGroup is a grantee of the Office of Head Start to provide EHS services to children in Dallas County and is seeking partnerships with child care center(s) to provide these services in two models - an EHS-CCA model and an EHS only model.  Both proposal opportunities in this RFP are to serve children enrolled in the federal Early Head Start (EHS) program and will be paid for with federal dollars. Centers must comply with the federal guidelines as outlined in the OHS Program Performance Standards.

Type of Addition: Q &A : Question from Bidders and Answer

Overview:

The following question was received on October 5th:

Must we already be an EHS site to qualify? Also, are the numbers of children to be served the maximum number or are they the required number?

Center do not need to be currently serving EHS children to qualify, but the evaluation criteria does give points for agencies who have EHS experience.

 

The number of children to be served are the required number for ChildCareGroup.  However, those numbers can be distributed among a variety of centers.  So if a center does not have capacity to serve the total number of children listed, they can still apply to serve the number that they can comfortably serve.  That just needs to be made clear in their proposal.

Overview:

.  We have the following three questions regarding the RFP:

  • Regarding the statements:
    • Pg. 5 - Partner center will serve a minimum of 10 and maximum of 20 children who are eligible for and enrolled both in Early Head Start (EHS) and Child Care Assistance (CCA) in Dallas County.
    • Pg. 6 - Partner center will serve a minimum of 10 and maximum of 84 children who are eligible for and enrolled in Early Head Start (EHS) in Dallas County.
    • With a minimum of 10 children  – How does that work when only 8 can be in the classroom?

 

EHS children may be in a classroom with non-EHS children so one classroom may have 2 EHS children and 6 non-EHS children.

 

  • What is the anticipated center start date? Notice of award is TBD in the schedule of events. What is the anticipated Notice of Award date?

 

This opportunity is for a current grant, so we are not waiting on a Notice of Award from the Office of Head Start.  We hope that the chosen provider will begin providing services as soon as possible.  

 

  • Is there an openness to Montessori classroom with 18 mo. to 36 mo. old children combined in one classroom?

We prefer to use a mixed-age model of care, which allows infants and toddlers to be in the same classroom. We have not seen the Montessori method used with toddlers, but are happy to consider the idea should it be proposed.

Question: Must there always be 2 caregivers/teachers in the classroom, regardless of the number of children present?

Response: Yes, during EHS hours. A resource teacher is often used to give teachers breaks, etc.

Question: If no more than 2 children ages 6 weeks to 18 months may be in a classroom, does that mean that the classrooms must be mixed age 6 weeks to 36 months?

Response: a mixed age classroom is strongly preferred, but not required

Question: Must a teacher have a CDA if they have a degree in a related field?

Response: No - a CDA is the minimum educational certification that is required. An associate's or bachelor's degree in a related field is acceptable.
