Overview:

  1. What is the specific scope of the RFP that is to be written? Is it to solicit proposals from developers to provide to construct single family homes using a construction delivery method determined in the proposed RFP i.e. design / build, CMAR?  [Answer] The scope of the RFP to be finalized is to develop the vacant lots for housing to benefit LMI clients, in accordance with grant funding requirements.
  2. The homes are to be sold to low and medium income households, correct?  [Answer] Yes, in accordance with grant funding requirements.

  3. Who holds title to the property after the construction is completed? The City or the developer?  [Answer] This has not been determined at this time, but is anticipated to be decided once proposals from developers are received.

  4. Under Paragraph 1.2.17: 3) develop eligibility and minimum contribution of homebuyer; 4) determine loan terms for down payment assistance and purchase subsidy; would these items fall under HUD requirements?  [Answer] All requirements for the project are in accordance with HUD requirements, depending on the specific funding source.

  1. After the award, how soon does the City anticipate the project to begin? There is a concern regarding the availability of consultants.  [Answer] It is anticipated that construction will begin as soon as reasonably practical based on required HUD pre-construction activities that may be needed.  The City will be looking for the RFP to be released within a short time frame from project manager contract execution.
