Description: INTRODUCTION TO SCOPE OF WORK
3.0.1 The Calhoun County Sheriff’s Office (CCSO) is seeking proposals from interested, experienced, and qualified individuals and firms for the replacement and upgrading of the jail security systems at the Calhoun County Correctional Facility in Battle Creek, Michigan.
3.0.2 Calhoun County, Michigan’s estimated 2024 population is 133,308 and is the 17th largest county in Michigan. The Calhoun County Facility was opened in 1994. It is a Direct Supervision facility. The jail is rated for 630 inmates/detainees and employs a staff of approximately 120 and is the fifth largest jail in Michigan.
3.0.3 The project involves the installation of a new Electronic Access Control System (EAC), including jail outer door locks, jail inner door locks, jail cell door locks, controllers/transponders, and a new intercom system to enhance security and operational efficiency.
3.0.4 The total number of jail locks is 421. The total number of transponders/controllers is 42 and the total number of intercom amplifiers is 17.
3.0.5 A complete list of jail locks, controllers/transponders, and intercoms, per location, will be provided to the contractor awarded the RFP. The total number of locations is 29.
3.0.6 The new system should be similar to and/or compatible to the electronic Brinks detention lock systems. The project includes replacing the frame lock pocket to fit the new locks. The installation will require new fiber optics to each mechanical room to connect the systems together. Old controllers/transponder systems should be similar to and/or compatible with Allen Bradley Controls.

Pre-Bid Meeting Details: Please sign up if you plan to attend the pre-bid meeting. See PART II - General Provisions, 2.1 Bidders are to enter the building using the Public Entrance, which includes going through a metal detector for security purposes. Please advise the Sheriff’s Deputies you are there to attend the pre-proposal meeting for the Jail Security System. You will be directed to the Sheriff’s Administration office for further assistance. Representatives of Calhoun County Purchasing, Calhoun County Facilities and the Calhoun County Sheriff’s Office will be present to discuss the project, bidding requirements and project sequencing requirements. Attendance at the pre-proposal meeting is strongly encouraged in order for the bidder to submit a bid.

Question: 1) Please confirm that all new detention locks are to be provided with Corbin Russwin model # CR1070 Housings with 0 bitted cylinders and that Calhoun County will be pinning the I/C cores to the applicable key code. 2) Please advise if the new security hollow metal lock pockets are to be mortised into the frame like the openings in Pod F and at corridor intake door # 15 or can be surface mounted to the existing frame.
Response: 1. All locks shall be provided with Corbin Russwin cylinders. Existing cores will be reused so no pinning is necessary. 2. All locks shall be mortised into the frame like the openings in Pod F and at corridor Intake Door #15.

Question: 1) Are the new electric locks for the project required to be solenoid operated like in Pod F or is a motor operated electric lock permitted? 2) If the electric locks need to be solenoid operated, please confirm that all the cell locks, inner and outer pod sallyport doors, rec. area door, and interview room are to be 24VDC, and all interior corridor openings are to be 120VAC.
Response: All locks shall be 24volt solenoid driven.

Question: The intake corridor opening (#15) has a Brink model # 5026S solenoid operated lock that is 120VAC. At the time the existing AIM model #6000 lock was replaced, Calhoun County had requested the larger Brink lock at the opening. The balance of the locks that were provided in Pod F are 24VDC solenoid operated locks. Please advise if there are any other corridor openings like the intake corridor that will require the Brink 5020S x 120VAC lock. The model #5020S solenoid lock is not offered in 24VDC.
Response: All locks shall be 24 volt style lock.

Question: The Performance Bond section states the “Contractor Awarded” will need to issue a bond, but then the bid submittal and evaluation sections seem to imply the bond should be submitted immediately? I can not get a Performance Bond ahead of the bid, that would be a bid bond, I can get a bond letter that shows we have the ability to bond the project if awarded to us. Please clarify that a performance bond is not required until the project is awarded.
Response: A Bond letter is sufficient for the proposal stage; a Performance Bond will be necessary once the project is awarded.
