Description:

The County of Florence in South Carolina, seeks consulting services to assist local government and stakeholders with implementation of sustainable development strategies (sustainable development is characterized by a mix of  uses,  a mix of residential, commercial, and industrial, types and price points, walkable) along the US Highway 76 Gateway and SC 327 Avenue corridor in Florence County, South Carolina. This project will involve market assessments and concept plans to develop zoning district designations and overlay districts the community can use to move sustainable development projects to reality.

Overview:

Florence County wishes to make the corridor a more ethically pleasing environment to both the citizens and visitors.  It is desirous to have vegetative plantings to screen areas less appealing and to enhance the built environment.  The Overlay district should include a component that requires and/or encourages such plantings from a list of approved species, plant spacing and groupings. The consultant must work with County leadership and staff towards the development of graphic illustrations.  


In addition, the consultant shall be responsible for the completion of such plantings in areas selected by the County. The consultant must collaborate with the County regarding the selection of any contractor that performs this work. The consultant will work with the contractor and staff to obtain proper right-of-way permits from the applicable governing agency (SCDOT).

In addendum no. 1, the sentence: Florence County wishes to make the corridor a more ethically pleasing environment to both the citizens and visitors is hereby changed to read:  Florence County wishes to make the corridor a more esthetically pleasing environment to both the citizens and visitors. 

Q&A concerning this solicitation:
Q:  What is the maximum page count for this submission?  A:  Maximum of 30 pages 

Q:  What are the geographical boundaries along the corridors?  A:  E. Palmetto St (Hwy 76) from the City of Florence municipal boundary eastwards to the Fairgrounds. And Williston Rd (HWY 327) which begins at the Palmetto St. intersection and ending at Interstate 95 interchange.

Q:  How much latitude with the awarded team have in assigning appropriate land uses given Kendig Keast is the firm currently updating the county's comprehensive plan? A:  The consulting firm will make its professional recommendation concerning land uses and zoning based its education and professional experiences and should consult with the firm that is currently working on the Comprehensive Plan.

Q:  What is the timeline for the county completing is MPO update? The update may be instrumental in our approach to assignment.  A: The UPWP budget is updated annually and was most recently updated in April 2021. The LRTP is anticipated to have a completed update in the winter of 2021/2022.

Q:  The RFQ mentioned Stormwater management on page 3. Is stormwater management a part of this assignment? If so, to what extent? Florence County is currently an MS4 jurisdiction and has adopted standards. A:  This section is incorrectly titled. It should state: SCOPE OF WORK – ZONING AND OVERLAY PLAN

Q:  Will the public engagement summary and responses from US 76 Corridor Study be provided to the selected firms?  A:  All information collected, produced and retained from the Gateway study will be provided to the consultant. Some details may not be included but may be able to be obtained from the firms that completed that work.

Q:  Will the groups associate with this project act as the steering committee for this assignment?  A:  That is yet to be determined but will likely include many of those same persons/parties. 

Q:  Please outline the timeframe for the selection process up to the notice to proceed.  A:  The selection period is subject to change but it is our intent to award the selected company during the June  14th County Council meeting.   Negotiations between Florence County and the successful company will take place at that time and upon successful negotiations an agreement will be made and a start date will be established.
