Question: In Attachment A - Cost Proposal Worksheet, it states that indirect expenses may be charged at a maximum of 10% of direct expenses. May our agency charge our federally approved indirect rate, which is higher than 10%?

Response: Yes, with documentation of a federally approved cost rate agreement demonstrating the rate in the budget proposal, proposers may submit indirect costs exceeding the 10%. The 10% is the default rate for organizations seeking indirect costs as part of their proposal.

Question: What are uncovered and/or unallowable costs? Are there limitations on specific operating expenses like occupancy, equipment leases and repair, supervision and management, etc.?

Response: If a line item is not listed in the budget template, proposers may add a line for the costs and include comments as to what is included in the amount listed. All proposed expenses must comply with all applicable federal regulations and be proportional to the benefit received for carrying out the purpose of the project.

Question: If an agency does not have documentation of approval as an Organizational Representative Payee by the Social Security Administration at time of application, are they still eligible to apply?

Response: At a minimum, agencies should provide proof of application with the Social Security Administration for designation as an Organizational Representative Payee with their proposal.
