Question: Hello, Section 3.3. of the RFQ document states that proposals should be divided by tabs for quick reference. Should proposers divide the document only into the three sections outlined within the RFQ (Cover Letter, Executive Summary, and Proposal) or is it up to the discretion of the proposer on how to best organize and divide the content into easily referenced sections (that may include such items as Firm Information, Project Team, Portfolio, and Project Approach + Fee)?
