Mandatory Pre-Bid ZOOM LIVE STREAMING - Mandatory Pre-Bid Conference
Conference: On Tuesday, October 29, 2022 at 10:00 AM (PST)
Mandatory Pre-Bid Conference. The District will conduct a ONE-TIME ONLY MANDATORY ZOOM LIVE STREAMING CONFERENCE to be held at the location, date and time stated above. Failure to attend and sign-in will render such respondent to be non-responsive. Any Contractor responding to the project who fails to attend the entire mandatory conference will be deemed non-responsive and will have its proposal returned unopened.
Submittal of Proposals. All Bid Proposals shall be submitted on forms furnished by the District. Proposals must conform with, and be responsive to, the Request for Proposal documents, copies of which may be obtained from the District as set forth above. Only proposals submitted to the District prior to the date and time set forth above shall be considered.
Proposal Security. Each respondent must submit an original copy of one of the following forms of proposal security and must be mailed, hand-delivered, or sent by express carrier so it is received before the submittal deadline of Tuesday, December 17, 2024 at 4:00 PM (PST) by Torrance Unified School District’s, Purchasing Department, at 2334 Plaza Del Amo, Torrance, CA 90501: (1) a cashier’s check made payable to the District; (2) a certified check made payable to the District; or (3) a bidder’s bond executed by a California admitted surety as defined in Code of Civil Procedure Section 995.120, made payable to the District. The proposal security must be in an amount not less than ONE THOUSAND DOLLARS ($1,000.00).
Separate Payment and Performance Bonds. Each bond in an amount equal to 100% of the total awarded contract amount, will be required, and shall be provided to the District by the awarded contractor prior to execution of the contract. All bonds (Proposal, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120.
Contractor’s License Classification. In accordance with the provisions of California Public Contract Code 3300, the District requires that respondents possess a valid California Class C-7 - Low Voltage Contractor's License for this project. Any respondent not so duly and properly licensed shall be subject to all penalties imposed by law. No payment shall be made for work, labor, materials or services provided under the contract for the work unless and until the Registrar of Contractors has verified to the District that the respondent awarded a contract is properly and duly licensed to perform the work. The respondent's license(s) must be active and in good standing at the time of the bid opening and must remain so throughout the term of the contract term.
No Withdrawal of Bid Proposals. The District’s Board reserves the right to reject any and all proposals and/or waive any irregularity in any proposal received. If the District awards a contract, the security of unsuccessful respondent(s) shall be returned within sixty (60) days from the time the award is made. Proposals shall not be withdrawn by any respondent for a period of Ninety (90) calendar days after the opening of Proposals. During this time, all respondents shall guarantee prices quoted in their respective Proposals.
Public Works. Completion of this contract requires a Contractor to install equipment and cabling subject to public works bidding requirements. The successful respondent and each of its subcontractors of any tier will be required to: 1) Registered with DIR prior to bid deadline; and 2) pay not less than the general prevailing rates of per-diem wages in the locality in which the work is to be performed for each craft or type of worker needed to execute the contract (“Prevailing Wages”). A copy of the per diem rates of Prevailing Wages applicable to the Project is on file and available for review at http://www.dir.ca.gov/dlsr/pwd/index.htm.
As a condition of submitting a Proposal for this project, and in accordance with California Public Contract Code Section 20111.5, prospective respondents are required to submit prequalification documents, which will be the basis for determining bidders that are qualified to bid on this Project. Any contractor and subcontractor must submit a complete prequalification package through PQBids website: https://pqbids.com/Torrance-usd/ no less than ten (10) business days prior to the bid deadline.
If this Project includes work that will be performed by mechanical, electrical or plumbing (“MEP”) subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), such MEP contractors must also be fully prequalified five (5) business days prior to the bid opening. A list of prequalified MEP subcontractors are available to all bidders at https://go.pqbids.com/agency/approved_contractor_list/1144. It is the responsibility of the respondent to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a Proposal
E-rate Requirements. The project is contingent upon the approval of funding from the USAC’s Schools and Libraries E-Rate Program. The District may or may not proceed with the project, in whole or in part, even in the event E-rate funding is approved. Execution of the project, in part or in whole, is solely at the discretion of the District. Bidders wishing to bid may do so solely at their own risk. The District is not liable or responsible for any costs, loss, fees, or expenses, of any kind, associated with bid and/or a decision not to proceed with the project, even after award of the contracts. By submitting a proposal, each respondent agrees to bear all of its own costs, fees, expenses, and losses, of any and all kind, should the District cancel the project.
Designation of Subcontractors. Each respondent shall submit with its Proposal — on the form furnished by the District in the Request for Proposal documents — a list of the designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Sections 4100 et seq.
