A. PURPOSE OF THIS REQUEST FOR PROPOSALS

The City of Carlsbad is planning to purchase land currently owned by The Bureau of Land Management. The land will be utilized to develop affordable, and workforce priced housing sites in the future. A Class III cultural resource inventory was conducted on the proposed land sale area and 5 archaeological sites were located that could be eligible for listing on the National Register of Historic Places (NRHP).

In order to complete the purchase of land, the City is required to have these sites professionally tested, studied and excavated, including the collection of identified artifacts within the land of sale.

B. SCOPE OF PROCUREMENT

The Eddy County Direct Land sale will require the creation of a testing plan and a historic property treatment plan (HPTP) to mitigate effects to five different sites. The sites are a mixture of historic and prehistoric artifacts and associated features. The sites are: LA182566, LA182567, LA182568, LA182568 and LA204923.

A full array of testing methods may be used for this study, including shovel testing, hand excavated units, trenching, collecting of carbon and float samples from features etc. The testing and HPTP will have to be reviewed and approved by the Bureau of Land Management-Carlsbad Field Office (BLM-CFO), and the Bureau of Land Management-State Office (NMSO), the federal lead for this project. Those applying to conduct this work must have an active 2920 BLM permit with specific personnel permitted to work in the SE.

This project will include creation of the testing plan, implementation of the testing/HPTP, and submitting a report of the findings to the BLM-CFO. This project will also include the collection of diagnostic artifacts found within the land sale area. The locations will be provided by the BLM-CFO. Finally, a large-scale report will need to be written up of all, the work and analytical findings of the study and submitted to the BLM-CFO for review digitally, and once a final copy is accepted, physical copies will need to be provided to the BLM-CFO.

The consultant awarded this contract will also have to apply for a Permit of Archeological Investigations, which is given under the authority of the Archaeological Resource Protection Act (ARPA). Along with that permit comes the requirement to support the BLM in the creation of a NAGPRA Plan of Action (POA). The Bureau of Land Management New Mexico State Office issues those permits. The consultant is responsible for filling and submitting this permit request, but this can only be applied for once a testing/HPTP plan has been created and approved by the BLM-CFO.
