Question: Q1: Would the firm awarded this contract be precluded from proposing on future on-calls procurements, or from performing future design, construction or construction management support for the County? Q2: Under “V. Proposal Requirements” (V.6.C) it states “The Offeror shall describe the Prime Firm’s prior work experience and qualifications in providing work similar to that required by the Scope of Work.” Is the Prime firm able to use a subconsultant to provide Key Personnel (V.7.c)? Is the Prime firm able to use a subconsultant to provide examples of the accuracy of cost estimating for the 5-8 examples (V.7.d)? Q3: Item V.7.e is titled “EXPERIENCE, QUALIFICATIONS & PAST PERFORMANCE OF PRIME FIRM”. Please confirm that for this section and the 3-5 relevant projects can only be projects from the prime firm (no inclusion of subconsultant projects/examples)? Q4: Please confirm that the cost proposal counts as 5% of the evaluation criteria, but the cost proposals will not be opened until after the technical proposal evaluations are completed (as stated in Section V.7.g). Q5: Does the County intend on shortlisting firms and conducting interviews? Q6: Does the County intend to select only one (1) contractor for this procurement?
Response: Q1: The firm awarded this contract would not be precluded from being awarded an on-call contract for A&E services (as a prime or subconsultant); however if the firm awarded this contract works on a task order assignment for cost estimating services on a specific project, then they would be precluded from further work on that specific project (i.e. being a part of a Design-Build or CMAR team). The firm awarded this contract would be precluded from on-call contracts for construction and they would be precluded from bidding on a project where they were issued a task order under this contract for that project. Question: 1) Page 12 Sect 1 indicates that there is a page limit. What is the page limit? 2) Page 7, #13 and Page 27 #47 indicate insurance requirements. What are those requirements?
Response: There is no page limit for the proposal. Insurance requirements are listed in section VI. Contract Terms and Conditions, Paragraph 49. Insurance Requirements.

Question: Will any member of the winning team (prime and/or subconsultants) be precluded from participating in future opportunities (i.e., Arlington County's Transportation On-Call Task Order Contract anticipated to be released in June 2024) that may involve projects worked on under this contract?
Response: The firm awarded this contract would not be precluded from being awarded an on-call contract for A&E services (as a prime or subconsultant); however if the firm awarded this contract works on a task order assignment for cost estimating services on a specific project, then they would be precluded from further work on that specific project (i.e. being a part of a Design-Build or CMAR team). Response: There have been 24 tasks completed under the existing cost estimating contract which was awarded on September 6, 2017.
