Question: Do I have to bid all of the projects in the RFP?
Response: No, you do not need to respond to all projects. We would rather contractors bid work they know that they can complete within the timeline permitted for the work. Please put “N/A” in the pricing proposal for the jobs that you are not bidding.

Question: If I am not lead abatement certified, yet plan to get the training before the work begins may I still bid?
Response: The work in this RFP specifies the requirement for a lead certified firm to complete the work. However, if you and your company are not lead abatement certified, yet you plan to be prior to commencing work please state so in your letter of intent or on a separate page in the submission. It should include the training company where training will occur, how many staff will be attending, who will be taking the exam for supervisors and the date the training is scheduled. We will consider this in the bid evaluation process.

Question: What address for CCLBA is to go on the certificate of insurance for the “Additional Insured” section?
Response: For the “additional insured” detail, please use Calhoun County Land Bank Authority, 315 W Green St, Marshall, MI 49068

Question: On the 122 North Ave project in replacing soffits and fascia, do we have to encapsulate all elements that are covered in lead-based paint (cornice, corbels/brackets, intricate woodwork)?
Response: The encapsulation is an option for remediating the lead-based paint in the soffit and fascia area. The spec calls for the vented soffits and fascia boards to be replaced and covered with aluminum wrap. All soffits would have to go around all of the cornices/corbels to preserve the architectural details. The fascia boards are deteriorated and need to be replaced. At the pre-construction conference, more can be discussed prior to work being performed.

Question: How do we address the soffits and fascia on 176 Roseneath Ave and 562 VanBuren St W, if we don’t know if painted surfaces have lead-based paint?
Response: CCLBA has ordered the lead inspection risk assessments for both projects and will have prior to contract. Since both homes were built before 1978, assume that any painted surface that you will encounter is lead-based paint and you will have to dispose of accordingly. Please price according to that detail.
