Question: Q1. Profiles do not show any utility elevations. Will utility verifications be a contractor's responsibility? Is there any known utility conflicts? Q2. No traffic control plan shown. Will traffic control plan be required and produced by the contractor? Q3. Waterline appears to be right above the proposed storm line at some location and appears to have a major conflict with CB A-5. Will the waterline be relocated and who will be responsible to relocate the water main?

Response: 1. All utility locates are the responsibility of the contractor. If the contractor has any questions the City’s Storm Water, and Water & Sewer Department supervisors will be available for questions regarding utility conflicts. Elevations and any utility conflicts will be confirmed at the pre-construction meeting with the appropriate supervisors on site. – W. Glennan City of Woodstock 2. Traffic control will need to be produced by the contractor. It’s very straightforward, one lane must remain open at all times with work hours being 8am – 3:30pm M-F. Contractor must notify the Storm Water Operations manager and/or the Public Works Director in advance of any emergency closures, and when any driveway aprons are scheduled for repair to give ample notice to the homeowners. Maintenance of Traffic is detailed in the plans on drawing number 04-0001 - W. Glennan City of Woodstock 3. Water Lines and Gas Lines shown on plan sheets are approximate locations. Contractor is responsible for locating all utility lines per General Note #2-3 on sheet 4-0001. Contractor to meet with the City and Engineer in field to discuss found conflicts and to determine a solution. Does the City of Woodstock have the elevations of the existing water main? In addition, how does the city plan to deal with these potential conflicts?

Response: Washington & Arnold Mill Rd are listed in section 1.1 of the Bid Documents, this is NOT the project area, this is a typo on the bid documents and scope and is a separate project. The project area begins near 209 Melanie Ln and ends at 126 Parks Circle.

Does the City of Woodstock have the elevations of the existing water main? In addition, how does the city plan to deal with these potential conflicts? Response: The City and Engineer does not have utility elevations. It is the contractor's responsibility to coordinate with utilities per General Note #2-3 on sheet 4-0001. - C. Lanz Calco Engineering. Question regarding the above Response: According to the utility plans 24-0001 and 24-0002, it appeared there are highly and likely conflicts with watermain which potentially will delay the project timeline. If the conflicts are found with the watermain/gas, is the contractor responsible to relocate the waterline/gasmain if there is no other options to realign the stormline or structure? If it is the contractor's responsibility, should this utility relocation be billed under grading complete line-item?  Are driveway aprons to be repaired or replaced?

Response: A - The existing water main was located with a depth of 44” B - Contractor to coordinate with City of Woodstock Water Department for any utility conflicts. Proposed stormwater pipe is anticipated to be below the water line at this location. C - Contractor is responsible for coordinating and locating all utility lines per General Note #2-3 on sheet 4-0001. Contractor to meet with the City and Engineer in field to discuss found conflicts and to determine a solution. It will be the utility companies responsibility to relocate any utility lines if needed.

Question: Drawing No. 13-0001 shows an existing fire hydrant in the way of the propose 18" HDPE Pipe along Parks Circle. Will it be relocated? Please advise.

Response: A – Contractor to coordinate with City of Woodstock Water Department for any utility conflicts. Proposed stormwater pipe is anticipated to be below the water line at this location. Contractor should attempt to avoid fire hydrant by offsetting the proposed pipe behind the fire hydrant. City of Woodstock Water department will help relocate fire hydrant if necessary.
