There is no supper program

Processing fee for NOI products was established through the bid process. If FSMC is

Approx 175 from July 1, 2024 to April 30, 2025. This is anticipated to increase slightly
as there were events that the department was unable to cover due to the time of the
event. The district is also interested in food truck options.
16. How are the 30 points allocated for cost/price evaluated for first place, second
place, and subsequent positions.
 Lowest cost proposal = 30 points
 Remaining proposals scored as 30 - ([(B-A)/A] * 30) = Final Cost Score

RFP; however, it is discussed in the red text box on page 3. Should the FFVP box on
page 1 be checked to reflect this?
The fresh produce discussed in the red box is not the FFVP – it is the district’s
expectation for serving fresh produce each week to the students.
We have also put Commodity entitlement money to the Dept of Defense fresh produce
program for our secondary schools for the 2025-2026 school year.

Question: 1. Please provide information on Child Nutrition staffing for the Early Childhood sites, no positions were listed on the Employee wage document. 2. On Page 4 in the RFP/Contract Additional Provisions section, you state that FSMCs shall provide a cashier’s check or bond in the amount of $25,000 within 48 hours of the proposal deadline. On Page 36 in Appendix A, you state that the Offeror shall submit with their proposal, a bid bond guarantee that is no less than 5 percent or more than 10 percent of the total proposed price when the contract in aggregate with SFSP is greater than $250,000. Please clarify if both Bid Bonds are required or if the page 4 requirement supersedes the page 37 requirement. 3. On Page 4 in the RFP/Contract Additional Provisions section, you state that FSMCs shall submit a Performance Bond in the amount of $150,000 with their proposal. On Page 36 in Appendix A, you state FSMCs must obtain a performance bond in the amount not less than 10 percent or no more than 25 percent of the value of the awarded contract and upon award provided within 10 days. Please clarify which amount and should it be provided with the proposal or upon award of contract.

Response: 1. Please provide information on Child Nutrition staffing for the Early Childhood sites, no positions were listed on the Employee wage document. We provide a variety of prepackaged breakfast kits to the EC centers. The EC staff handout the meals and record each child receiving one on a spreadsheet. This is then sent to the Child Nutrition office. Site visits by Child Nutrition staff are done throughout the year to ensure compliance. 2. On Page 4 in the RFP/Contract Additional Provisions section, you state that FSMCs shall provide a cashier’s check or bond in the amount of $25,000 within 48 hours of the proposal deadline. On Page 36 in Appendix A, you state that the Offeror shall submit with their proposal, a bid bond guarantee that is no less than 5 percent or more than 10 percent of the total proposed price when the contract in aggregate with SFSP is greater than $250,000. Response: 1. Are serving trays being used washable (hard) or disposable per school? This depends on the school - high schools use disposable. Elementary and middle use both - depending on the school. This is based on staffing levels. 2. What meal equivalent factor would you like all FSMC’s to use in the bidding process? $5.11. 3. Could you please provide current meal prices for breakfast, lunch, and snack for all grade levels? We are CEP. All meals and afterschool snacks are free of charge to students. 4. Can you please provide 2025-2026 student meals prices for all grade levels if they have been set? We are CEP for the entire district. 5. Response: Can accounting give you the total amount spent from August 2024-May 2025 for: St. Louis County health permit, Collector of Revenue merchant license, and Heartland School Solutions? FY24 Heartland School Solutions: $43404.00 St. Louis County Dept of Public Health: $5211.00 Collector of Revenue $145.00 FY25 Heartland School Solutions: $35979.00 St. Louis County Dept of Public Health: $5018.00 Collector of Revenue $145.00 You have shared that the following general expenses (trash pick up, POS software, temp agency) will be charged to the food service fund. Could you further itemize those and breakdown the $300,000? FY24 Republic Services: $172,668.73 Safe Food Specialist: $3480.00 FY25 Republic Services: $320296.42 Snelling: $28194.60 Are the breakfast kits for the EC centers assembled by the district? No - they are the breakfast kits from ES Foods. Is there any responsibility for the FSMC around providing for the vending machines/vending services? The vending machines are the responsibility of the vending company. The schedules of the vending machine vary. Typically the machines are on on during lunchtime. For those accessible to students - these contain beverages that meet Smart Snack standards and are usually on during meal times which is allowed by the state of Missouri.

On Page 36 in Appendix A, you state FSMCs must obtain a performance bond in the amount not less than 10 percent or no more than 25 percent of the value of the awarded contract and upon award provided within 10 days. Please clarify which amount and should it be provided with the proposal or upon award of contract. FSMC shall provide a performance bond in the amount of $150,000 or 10 percent of the total value of the awarded contract, whichever is more, and upon award provided within 10 days.

The vending machines are the responsibility of the vending company. The schedules of the vending machine vary. Typically the machines are on on during lunchtime. For those accessible to students - these contain beverages that meet Smart Snack standards and are usually on during meal times which is allowed by the state of Missouri.
