The Peach County Board of Commissioners will be accepting Sealed Bids pertaining to restoring and
resurfacing four Tennis Courts at South Peach Park in Fort Valley, GA and five Tennis Courts in North
Peach Park in Byron, GA.
Closing date for Sealed Bids responding to Request for Bid (RFB) No. 19-015 shall be September 2,
2019 @ 2:00 p.m. Bids will be opened in public without discussion on September 2, 2019 @ 2:15
p.m. at the Peach County Board of Commissioner’s Office, 213 Persons Street, Fort Valley, GA
31030. Bid amounts will not be released until the Board of Commissioners has awarded the project to
the winning contractor.
A Pre-bid meeting will be held August 22, 2019 @ 10:00 a.m. at the Peach County Board of
Commissioner’s Office, 213 Persons Street, Fort Valley, GA 31030. Attendance at the pre-bid
meeting is not required to submit a bid, but is highly recommended.

Overview:

This document serves as an Addendum to the RFB No. 19-015 advertised on August 9, 2019 by the Peach County Board of Commissioners. This Addendum is made to address questions and changes on Sections 3.0.1, 3.03.3 and 8.0 as follows:

QUESTIONS AND ANSWERS

Question: “Per the scope of work, it calls for the Hot Mix Asphalt to be free of reclaimed asphalt shingles and reclaimed asphalt pavement.  Please confirm that you are looking for "virgin" asphalt on this project.

Answer: No, Remove all references to “free of reclaimed asphalt shingles and reclaimed asphalt pavement” in the specifications and follow GDOT specifications concerning reclaimed material in the asphalt concrete.

The existing basketball goals are not sleeved.  The basketball goals will not be able to be adjusted to the new asphalt overlay elevation without the complete removal of the goal and the goal footing.  This will cause the resetting of all of the existing basketball goals.

Answer: change         

NORTH PEACH PARK AND SOUTH PEACH PARK – 8 BASKETBALL COURTS

3.0.1 to say: Remove basket posts and foundations as needed for paving equipment access.

3.03.3 to say: Reinstall basketball posts in new foundations with depth and size equal to the existing depth and size removed. Height of basketball rim shal be in accordance with NBA/WNBA specifications.

The existing basketball posts are galvanized.  Are you sure that you want the existing basketball posts primed and painted?

Answer: Delete           NORTH PEACH PARK AND SOUTH PEACH PARK – 8 BASKETBALL COURTS

3.03.2 All existing basket posts shall be sanded and one coat of primer and three coats of paint that is classified for use on metal surface applied.

The bid package states that the contractor shall not subcontract work in excess of 10%.  I cannot meet this this requirement.  Can this requirement be waived?

Answer: Change         CONTRACT GENERAL CONDITIONS

8.0 to say: All subcontracts in the amount of $5,000 or more shall include the provisions set forth in this Agreement.

The bid package states that the contractor is responsible for arranging, obtaining and paying for all cost related to testing.  Please provide the specific materials and scope of work that the County will require testing on.

Answer: One compaction test for every 500 square yards or installed asphalt.

The bid package references erosion control.  If this is required, please provide the scope of work that the contractor is to carry related to this item.  

Answer: Adequate erosion control must be in place to prevent sediment from leaving the work site.

I have attached product literature for the Riteway Crack Repair System for approval in lieu of the Armor Crack Repair System.

Answer: Riteway Crack Repair System is approved for substitution of Armor Crack Repair System     

Request to substitute DecoCOLOR for Elite Coating Suystem is approved
