Description: The scope of work consists of construction of an 8’ sidewalk on Robert Smalls Parkway. The sidewalk will be approximately 586’ in length. Construction activities include sidewalk, very minimal storm drainage work, and site lighting. The Contractor will be responsible for coordination with the City and utility companies for all utility relocation planning and construction, if applicable.
The construction of the project is to be performed in accordance with the current edition of the South Carolina Department of Transportation’s Standard Specifications for Highway Construction. For this project, the City in association with Infrastructure Consulting & Engineering, PLLC, will be performing Construction Management and Construction Engineering Inspection to document the work performed meets SCDOT’s specifications.

Overview: 1. Is the City carrying the costs for construction QA/QC testing?
No, these costs should be included in the bid.
2. Is the City carrying the costs for weekly SWPPP inspections?
Yes, the City contracted engineer for this project, Infrastructure Consulting & Engineering (ICE) will perform the inspections.
3. Will a Building Permit be required for this project?
A building permit is required at no cost to the contractor. Business licenses are required with the costs incurred by the contractors.
4. Is there a DBE goal for the project?
The bid documents were written to have a 10% DBE goal (See below, p4 and p77)
5. Do Davis Bacon Wages apply to this project?
There is no Federal Davis Bacon requirement for this project.
6. Will a sidewalk closure permit be required for this project?
The SC DOT Encroachment permit has been added as Attachment A.
7. Please confirm the intent of item 7198392 – JUNCTION BOX – CONVERT CB T-16. The plans show two existing drop inlet being converted to manholes, which is covered by item 7198320. We do not see item 7198392 on the plans.
Item 7198392 should be removed from the bid items.
8. Should the quantities on items 6651091 and 6888110 be 4 Each since an existing light pole is only being relocated? Or should the work to remove and relocate this existing pole be carried in these items?

9. Where the existing drop inlet and pipe are being removed and the adjoining Type 16 inlet is being plugged, roughly STA 14+50, what size storm pipes are running through the Type 16 inlet parallel to Robert Smalls Pkwy?

11. Per the Supplemental Specifications, “Muck Excavation”, page 133, “if the item Muck Excavation is not included in the Contract, the unsuitable material is considered Unclassified Excavation for the first 500 cubic yards encountered.” Is this in addition to the 20 cubic yards for the pay item “Unclassified Excavation” or should there be another pay item?
