Question: Is this a one time replacement of approx. 700 meters in a 30 day period? Or an ongoing meter replacement with more meters to be replaced over time

Response: This project is only for the time it takes to replace MUD 126 Meters

Is the geographic area of the meters to be covered under this contract all located in one area of Conroe in a dense area or is the project spread-out all-over Conroe? What is the target start date for the project? What is utility’s Billing Software? Will Utility provide an electronic listing of addresses and account information? Is the collection of GPS points required? and if so, is 1-5 meter accuracy acceptable? Customer Notification – Are Mailers, Door Hangers required? Who provides? Do you have an Engineer’s estimate for this project? Will this be a like for like exchange (same lay length)? How are meters currently being read? What percentage of meter boxes is located in concrete or asphalt? Do all settings have shut off valves before the meters? Are all valves in the meter box? What is the procedure for inoperable or broken valves? Will we be installing any additional product, i.e. broken stop valves, dual check valves? What is the age of service lines? What is the primary service line make-up, i.e. plastic, copper, galvanized? Are the meters in setters, or are they connected with straight meter couplings? Do the existing 1 ½” and 2” meters have flanged or threaded ends? How many lids do you anticipate replacing that are not associated with a box replacement? What reading system is being installed? Are programmers required?

Response: 1. Are the total approximate meters to be replaced around 700 in one time 30 day period? Or is this an on going project with more possible meters to be replaced? A. Total meters are to be replaced in a 30 day period and the estimated amount is 700 meters which also includes meter boxes. 2. Are all meters in this project in existing settings? Yes Or are any new cut ins? No 3. Is the geographic area of the meters to be covered under this contract all located in one area of Conroe in a dense area or is the project spread-out all-over Conroe? The MUD area is contained in one geographic area. 4. What is the target start date for the project? Target start date for Project is March 20, 2021. The start date is an estimated based on the delivery of the meters from Neptune. 5. What is utility’s Billing Software? Our current software for billing is through Tyler Technologies – Incode 10 6. Will Utility provide an electronic listing of addresses and account information? The Utility Billing Department will provide a list of streets and addresses for the project. 7. Is the collection of GPS points required? and if so, is 1-5 meter accuracy acceptable? NO 8. Customer Notification – Are Mailers, Door Hangers required? Who provides? The Utility Billing Department will mail necessary information to the residents. The City does expect a courteous knock on the door before turning off the water to replace the meter. 9. Do you have an Engineer’s estimate for this project? No 10. Will this be a like for like exchange (same lay length)? It appears we could have a ¼ inch difference between the two different meters. The City’s Mach 10 meter is the one that’s wider and a little longer than the MUDS Badger meter. Im sure each meter box may vary depending on the original setup. 11. How are meters currently being read? Manual by MUD 12. What percentage of meter boxes is located in concrete or asphalt? Currently we do not know of any boxes in concrete or asphalt. 13. Do all settings have shut off valves before the meters? All settings should have a curb stop located in front of the meter. 14. Are all valves in the meter box? Yes 15. What is the procedure for inoperable or broken valves? Alert the Utility Billing office of any nonfunctional curb stop. 16. Will we be installing any additional product, i.e. broken stop valves, dual check valves? Current meters in ground are Badger meters – all badger meters are to be replaced with Mach10 version 5 meter, along with City of Conroe approved meter boxes. Antennas will also have to be installed for each Mach 10 meter through the meter lid. 17. What is the age of service lines? This is a fairly new subdivision, the subdivision started around 2013. 18. What is the primary service line make-up, i.e. plastic, copper, galvanized? Primary Service pipes are plastic type poly flex. 19. Are the meters in setters, or are they connected with straight meter couplings? All meters connected by brass meter tails. 20. Do the existing 1 ½” and 2” meters have flanged or threaded ends? Flanged Ends 21. How many lids do you anticipate replacing that are not associated with a box replacement? All meter boxes will need to be replaced with City approved double boxes. The lids will come with each new meter box and have pop out holes for antennas. 22. What reading system is being installed? Neptune drive by reading – The City is also trying to move towards a 2-way system for all readys. 23. Are programmers required? Please clarify question.
