Aztec North Main Corridor Extension Construction Services
City of
Aztec, New Mexico
The City of Aztec is requesting sealed bids for Aztec North Main Corridor Extension Construction
Services including construction and/or
installation of new road, curb, gutter, sidewalk, irrigation system,
potable water distribution system, sewage collection system, gas piping,
stormwater management system, landscaping and road and sidewalk lighting
systems. All work shall be
performed in accordance with the contract documents
and in particular, the design drawings and the technical
and administrative specifications for this project.
The City reserves
the right to select any combination of services bid. The project is state funded through the NMDOT and as
such, must meet NMDOT requirements and is an approved prevailing wage project.
The Purchasing Office with the City of Aztec,
New Mexico will receive sealed bids for ITB 2021-775 until Monday, May 10, 2021
3:00 PM local time, 201 W Chaco, Aztec NM 87410 at which time bids will be
publically opened and read aloud in the Commission Room. Bids should be
addressed to:

The bids received will
be considered by the City of Aztec at a regular meeting of the City Commission
or at a special meeting of the City Commission as may be required. No bid will
be received or considered if received by the Purchasing Office after the hour
of 3:00 p.m. (local time) on May 10, 2020. Please note that the
City of Aztec, NM is NOT a guaranteed delivery point for any of the various
delivery services.
A mandatory pre-bid on-site
conference will be held on Wednesday, April 14, 2021, 10:00 AM in Aztec, New
Mexico, 87410, 201 W. Chaco, in the Commission Room. The last day to ask
questions about the project or construction documents is Wednesday, April 28,

carrying the same weight and force as original sections of the Plans, Specifications, and/or Contract
Documents.

A revised Page 26 of the ITB is attached.
On this bid
sheet, the quantity for Item 663601 has been revised. You may replace the existing Page 26 with
this new page, or you may had mark out the existing quantity and replace it
with the new quantity. In either event
your Item cost must reflect the new quantity (1,510 feet).
B.
Geotechnical Reports.
The initial Geotechnical
Report and the subsequent Phase 0 Stabilization field report prepared by GEOMAT
are attached for your review.

Answers to Submitted Questions
The following is the list of questions submitted to Aztec
Procurement by the deadline (April 29, 2021 @ 10:00 AM), and the associated
answers to the questions.
1. What is the Contractor responsible for
in terms of the installation of the natural gas infrastructure?
New Mexico Gas (NM Gas) has confirmed that NM Gas will supply
and install (and the City of Aztec will purchase under separate contract) the
following:

All pipe, fittings, tees, and test ports, Tracer wire, warning
tape,
pipe welding, testing,
pipe pickling (if necessary), and connection to the existing gas main under
North Main at the south end of this project.
NM Gas has confirmed the pipe size as a 2-in MDPE gas line
running the full corridor as shown on the plans.
NM Gas has also added (4) 2-in stub-outs from the gas main to
the edge of Right-of-Way. All costs of
service line installation will be incidental to the water line installation.
·
One 2-IN service from the gas main at or near water line Sta
206+10 and extending to the west edge of ROW
·
One 2-IN service from the gas main at or near water line Sta
206+10 and extending to the east edge of ROW
·
One 2-IN service from the gas main at or near water line Sta
208+45 and extending to the west edge of ROW
·
One 2-IN service from the gas main at or near water line Sta
208+45 and extending to the east edge of ROW
Contractor is responsible for the following:
·
Trenching (joint trench as part of water line installation),
pipe bedding sand per NM Gas specifications, pipe shading and compaction,
trench backfill.
Contractor to include the amount needed for coordination with NM
Gas on the installation of the gas main and service lines (item #663601), Approximately
260 ft of gas service line is added to the scope, bringing the total linear
length to approximately 1,510 ft.
2. Are the material testing services being
paid by the owner or the contractor?
All initial material tests will be paid for by the City of Aztec
under separate contract. All costs
associated with subsequent testing as a result of a failed initial test shall
be paid for by the Contractor.
3. I downloaded the docs for this project
from Construction reporter. There was not a bid form included. I see in Memo#1
that is it mentioned.

4. What is the expected contract time for
this contract?
See page 127 and 128 - ITB ARTICLE 4. Contract Times
5. What is the responsibility of the
Contractor in terms of installing dry utility conduit and related electrical
infrastructure?
The contractor is responsible for installing and gluing all
electrical and communication conduit provided by others. Contractor will provide and install all
bollard and street light pedestals.
Aztec Electric will provide pull boxes, all above ground equipment including
j-boxes and transformers, and will provide, pull and terminate all electrical
wiring. No above-ground communication
equipment is anticipated at this time.
6. What is the ranking of the
Add-Alternates?
There is no ranked order of the Add-Alternates. The City may select any or none of the
Add-Alternates.
7. Who is responsible for the purchase and
supply of the sanitary sewer lift station?
The City of Aztec is responsible for the ordering and supply of
the sewer lift station.
8. Does the Hampton Arroyo flow year-round?
Yes. The City may be able
to temporarily suspend flows out of the treatment plant, but this should not be
counted on by the Contractor.
9. Is the Geotechnical report available?
Yes. The original
geotechnical report dated 9/11/2014 has been uploaded as part of this Addendum
1.
10. Does the geotechnical report call out any
unsuitable material?
No, however during construction of the road fill project in late
2015 (Phase 0), unsuitable material was discovered and mitigated during
construction. That mitigation was
performed as directed by GeoMat. The
field report with locations, recommendations and design has been uploaded as
part of this Addendum 1.
11. What are the dirt quantities as far as
balance? How much cut vs. how much
fill? The only quantities I see are
overall excavation?
In 2015, the site was brought up to approximate bottom of
sub-base elevation. The site excavation
is quantified, while any fill is minor to regrade to bottom of base-course and
will be considered incidental to the grading work.
12. The plan calls to stockpile topsoil,
where is this location?
The north end of the project (just west of the proposed parking
lot) will serve as the topsoil stockpile location.
13. The elevations in the plans are all
finish concrete. Is there a more specific grading plan with sub grade
elevations?
No. See typical sections and details for relative elevations of
base, sub-base, and subgrade compared to finished grade.
14. Are there any harvest areas designated
for import?
No. The project is a net
haul-off project.
15. What specific NMDOT construction
requirements have been waived for this project?
No response has been received from NMDOT.
NMDOT documents govern the project except where revised by the
Project Special Provisions or the Invitation to Bid (ITB) documents.
16. What are the expected impacts to the
North Main project due to the Animas River Restoration Project?
Construction traffic for the River Restoration project will be
limited solely to Martinez Lane. No
stockpiling of materials or equipment by the River Restoration Project will be
permitted near the intersection of the North Main corridor and Martinez
Ln.
17. Is the Contractor responsible for work
site safety and restricted unauthorized vehicle and pedestrian access?
Yes. Residents have been
using the corridor for years and will need to be restricted from the area.
18. Does the Irrigation Scope of Work
include the pipe and controllers?
