Page 32 of the RFP states: The entire package must not exceed 15 double-sided printed pages excluding Exhibit A and B, cover pages and tabs Question: With the proposal being an electronic upload, can the County confirm that 30 single-sided pages is acceptable. 2. Are the pricing schedules excluded from the page count? 3. Page 3 of the RFP states: All requested information and forms MUST be uploaded as one file if possible. If necessary to have more than one upload, pricing (if applicable), and signed acknowledgements, etc. are to be in the first upload and the Pricing Information should also be in the second, with each titled accordingly Question: Can the County confirm that one file which includes the pricing should be uploaded? 3. What was the last event that impacted the County which required activation and performance by the County’s disaster debris management contractor? 4. How many cubic yards of debris was collected in that event? 5. Can you provide the location/address to where the debris was hauled? 6. Which Contractor held the previous or holds the current contract for the services requested in this solicitation? 7. Does the County currently have a disaster debris monitoring firm under contract, and if so, with which company(ies)? 8. Please provide the names and titles of the evaluation committee members. 9. Please provide the date, time, and location when the evaluation committee meeting will be held to evaluate proposals. 10. Where will the evaluation committee meeting notice be posted? 11. When will intent to award be made and how will it be communicated to proposers? 12. Does the County own any self-loading grapple trucks, and if so, how many? 13. How many miles of public roads are within the County? 14. How many miles of State roads are within the County? 15. Does the County have Memorandums of Understanding (MOU) or Mutual Aid agreements in place with other incorporated municipalities within the County that would allow the use of this contract to be utilized by those entities to perform disaster debris management services, and if so, which ones? 16. Does the County intend to allow all or some of the incorporated municipalities within the county to utilize this contract, and if so, which ones? 17. Will this contract be used to perform services on any state roads within the County in lieu of the SCDOT? performing those services? 18. If the answer to the previous question is yes, does the County have a pre-existing Memorandum of Understanding (MOU) or Mutual Aid agreement with the SCDOT that authorizes the County to perform debris removal services on state roads? 19. Regarding the evaluation of the Pricing, does the County intend on adding up all unit price line items to get a total figure to compare against other proposer’s or will there be estimated quantities assigned to calculate a total extended price? 20. If quantities are going to be assigned, what will they be? 21. Will certain unit rate line items be weighted heavier than others? If so, what weights will be assigned? 22. Regarding the evaluation of the hourly pricing, how does the County intend on weighing the hourly line items? 23. The RFP indicates that disposal fees shall be reimbursed at cost. Question: For pricing line items 17, 18, and 19, can we put “TBD at the time of event”, since the Contractor cannot control the landfill rates nor guarantee them for the term of proposed contract. Typically, it is after activation when disposal fees are negotiated, often at a much better rate than the standard daily gate rate (depending on the quantity of debris) at the time of event. 24. In reference to pricing line items 20, 21, and 22, should the cradle-to-grave proposed rate exclude tipping fees, since they are a pass-through and are negotiated at the time of event? 25. If no to 23 and 24 above, how will the fees be evaluated “apples to apples” if respondents can submit any price for a tipping fee? 26. The RFP indicates “to a County approved Debris Management site” throughout. Question: Can the County provide us with a list of approved DMS locations. 27. The RFP indicates “to a County Designated Final Disposal Site” throughout. Question: Can the County provide us with a list of preferred designated final disposal sites?

Question: 1) Per the RFP, the entire package must not exceed 15 double-sided printed pages excluding Exhibit A and B, cover pages and tabs. a) Can you please confirm that the pricing form is not included in the page limit? b) Can you please confirm that we are limited to 30 pages total, since the 15-page limit is for double-sided printed pages? 2) Please explain specifically how the pricing of one proposal will be evaluated against the pricing from another proposal, including the answer to these questions: a) Will each pricing proposal be analyzed and refined to become one total number which can then be compared to the other proposals? b) Will all pricing line items be evaluated equally, or will some line items receive more importance in the evaluation? 3) Is optional year exercised at the consent of both parties?

Response: The limit is 30 PDF pages. The pricing form is not included in the page limit This is an RFP so pricing will not be the determining factor for award. The evaluation criteria 5.0 evaluates the cost efectiveness meaning how will you efficiently perform the services in order to keep costs down. You will also be evaluated in that section as to whether your costs are reasonable or unreasonably high or low. The option year will be exercised with the consent of both parties.
