Description: The project is to create an EMS Classroom and Sim Lab Lower Bldg 14 with dedicated space for EMS lectures and labs. The SCC EMS department is currently running EMT lecture and labs in room 3333. Paramedic lectures are occurring in 3231. This renovation allows the department to be collocated, freeing up building 3 resources for the Biology department. Additionally, the upgrade to high end simulation will increase the realism of our education. Collocating the EMT and paramedic programs within the same building also allows for EMT and paramedic students to work together. The simulation / laboratory spaces are rudimentary in building 3. EMT level education is where EMS reaches the high school population first. This new space can provide a more dynamic / compelling educational environment. Collocating the EMT and paramedic within the same building allows for more interactions between the curricula. Allowing for equipment and simulation to be shared -- as both programs would be within the same building.


The selected design team will have experience in the design & construction administration of similar renovation/replacement projects including experience in Emergency Medical Simulation design. Important elements in the selection process will be experience in ensuring protection of buildings and surrounding campus property. The firms must have experience in the complete design and monitoring construction of EMS Classroom and Simulation Labs and respective support systems, to ensure work meets all campus construction standards, requirements and to ensure subsequent warranties following completion.


 The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements.

As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.

Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website oat https://ofcc.ohio.gov  

During the construction period, provide not less than 4 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) conduct progress meetings and provide meeting minutes, (3) a written field report of each site visit, (4) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience.

For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ:

1. Design of the piping replacement.
2. Bidding and award support.
3. Project over site during construction.
4. Construction and closeout support.
