Question 1

Posted: 4/17/2023

Question: Three Questions: 1. Is it mandatory that the company to be ESRI partner to be able to get the work? 2. Typically, Lidar is not the appropriate technology to use for assessing pavement cracking and ride quality. We would suggest using an 3D LCSM downward linescan camera (for pavement distresses/PCI) and a high-speed profile bar (for ride quality) instead. Is this acceptable to the City? LiDAR can still be used for non-pavement asset inventory. 3. How will bullet No C “Bidder’s principal place of business” in the “best value selection criteria” section will be evaluated? thank you

Response: 1. ARC GIS Marketplace provider is preferred. Integration of data must be compatible with CarteGraph OMS and ESRI. 2. The linescan camera can be submitted as an alternate to Lidar and will be reviewed by the committee for acceptance. Profile bar for ride quality is what we expected and why it is a separate line item. 3. Counts as up to 10 points out of the 100 points in RFP Scoring.

Response: At this time we do not have that information.

Question 4

Question: Can the City provide a shapefile of all the roads?

Response: Yes, when the RFP is awarded

Question 5

Posted: 4/18/2023

Question: Appendix A varies from ASTM 6433 requirements, which requirements should be used to create PCI deliverables that meet the City’s requirements?

Response: Need specific information on where it varies before an answer can be given.

Question 6

Posted: 4/18/2023

Question: Two questions: 1. We noticed in the proposal that the City did not provide a list of assets to be extracted. Does the City have a list of assets that you expect the vendor to extract, or would you like the vendor to share a list of assets that we can extract for you based on our data dictionary from past projects? 2. If you would like the vendor to provide a list of assets to be extracted, where would the City like this to be reflected on the Fee Proposal form for uniformity from the vendors?

Response: #1 RFP is requesting a price based on miles of pavement and the shapefile being provided upon award. #2 No we will not need to vendor to provide the list of assets and since the RFP is based on miles the fee sheet is correct.
