at which time and place the proposals will be publicly opened and read aloud.  Proposals received after the designated time will not be considered.  The OWNER of the project is the Spalding County Water & Sewerage Facilities Authority.  The ENGINEER for the project is Paragon Consulting Group, Inc.

The approximate extent and character of the Work is generally described as follows:

Installation of approximately 3,736 linear feet of 8-inch DIP sanitary sewer main, 15 concrete manholes, and related PVC sewer laterals.  Installation of the sewer will also include related saw cut, demolition, and patching of the streets in the project area.
