The City of Avondale (the “City”) is issuing this Request For Proposals (this “RFP”) seeking proposals (“Proposals”) from qualified, licensed firms (“Vendors”) interested in providing a digital platform and professional support services consisting of a searchable City of Avondale online community and learning platform geared toward peer-to-peer support, accessible resources, and network contacts and connection to local government and consultant and technical assistance (the “Services”), as more particularly described in the Scope of Work attached to the sample Professional Services Agreement as Exhibit B, and incorporated herein by reference.  The project Services will be funded using federal, American Rescue Plan Act ("ARPA”) funds and will require compliance with federal regulations stipulated in the Code of Federal Regulations, 2 C.F.R. part 200 and 31 C.F.R. part 35 Section 602(c)(1) (A) and 603(c)(1)(A). 

The City will endeavor to ensure in every way possible that small, minority, disadvantaged and/or women-owned business enterprises (collectively “DBE”) shall have  every opportunity to participate in submitting Proposals and providing services. DBE businesses are encouraged to submit Proposals.
