CORNING FIBER CABLE - ALTOS 144-EU4-T4700-D20 (MATERIALS ONLY)
MATERIALS NEEDED
342,000 feet of Corning Fiber Cable - Altos 144-EU4-T4700-D20 (no substitutions). Cable must be branded with the words: Okaloosa County BCC on the entire length of cable in 3 ft intervals.
Cable is requested to be delivered in quantities of no-less-than 18,000 ft on each reel (19 reels total). All reels will be factory tested and each reel shall have the testing documentation and serial number attached. Any reel that has damaged wood/lumber or is in non-rolling condition will not be accepted at the time of delivery. Any roll of fiber that has evidence of tampering or damage during transit will also not be accepted.
Corning Cable products have long been the industry leader in cutting edge Fiber Optics innovations. Okaloosa County has a 20-year history of exclusively selecting, installing and splicing outdoor Corning Cable Products. To date, the entire Okaloosa outside plant fiber optic network is all underground and all Corning. Every termination in every County owned facility has been mated to a Corning Cable. All new installations will continue to utilize Corning cable. In our long history with specifying and using Corning Cable products a few things have come to light why it is a superior product for our needs:
-Strength
Corning cables offer a higher strength per foot rating than any other domestic made cable brand, having this higher strength rating allows the Corning cable to be installed into longer duct runs which reduces the need for pull box and assist boxes. This further reduces the amount of labor and costs to install.
-Longevity
Okaloosa Co installed its first Corning Fiber Cable in 2002 and that cable is still in daily service today. The minimum projected lifespan of a Corning Optical cable as placed in Okaloosa Co (routed within underground conduit and mated to a like cable) is 75 years.
-Bandwidth
The bandwidth characteristics of the Corning product is far superior to other manufacturers. The center core of the Corning product is always a perfect and consistent 9 micron, which makes joining additional cables seamless. A seamless central core is at the heart of transferring high volumes of Bandwidth. Since Okaloosa Co uses Corning products exclusively, lags in service and packet loss reductions in bandwidth is seldom a concern. The ability to transmit and receive high bandwidth allows every county office to work simultaneously, without slowdowns due to internet connections issues at desktops or dropped/lost calls.
-Environmentally Friendly
In 2019 Corning introduced the latest cable innovation called Fast-Access Jacketing. This means a reduction of 30% less waste when preparing a fiber optic cable for splicing. For reference IT would take 33 tons of copper cabling to transmit the same amount of bandwidth as ¼ of a pound of Corning Fiber Optic Cable.
-100% US Made
All components of Corning Cable Products are made and assembled in Hickory NC in a ISO-9001 Facility that is also LEEDS Certified at the Platinum Level. Other brands that claim US Made preference may contain US made “glass” and assembly but are made of 95% foreign sourced internal components.
Shipping/Delivery
All materials shall be delivered as soon as possible following the issuance of Purchase Order. Final delivery location TBD but will be within a 10 mile radius of zip code 32536 (Crestview). The materials shall be FOB Destination, the seller is responsible for all shipping charges and any lost, damaged or destroyed items during shipment.
Material Variance
(a) A fixed-price supply contract may authorize the County acceptance of a variation in the quantity of items called for if the variation is caused by conditions of loading, shipping, or packing, or by allowances in manufacturing processes. Any permissible variation shall be stated as a percentage and it may be an increase, a decrease, or a combination of both; however, contracts for subsistence items may use other applicable terms of variation in quantity.
(b) There should be no standard or usual variation percentage. The overrun or underrun permitted in each contract should be based upon the normal commercial practices of a particular industry for a particular item, and the permitted percentage should be no larger than is necessary to afford a contractor reasonable protection. The permissible variation shall not exceed plus or minus 5 percent unless a different limitation is established in agency regulations. Consideration shall be given to the quantity to which the percentage variation applies. For example, when delivery will be made to multiple destinations and it is desired that the quantity variation apply to the item quantity for each destination, this requirement must be stated in the contract.
(c) Contractors are responsible for delivery of the specified quantity of items in a fixed-price contract, within allowable variations, if any. If a contractor delivers a quantity of items in excess of the contract requirements plus any allowable variation in quantity, particularly small dollar value over shipments, it results in unnecessary administrative costs to the County in determining disposition of the excess quantity. Accordingly, the contract may include that:
(1) Excess quantities of items totaling up to $250 in value may be retained without compensating the contractor; and
(2) Excess quantities of items totaling over $250 in value may, at the County’s option, be either returned at the contractor’s expense or retained and paid for at the contract unit price.
