Description: The City of Murfreesboro seeks to retain the services of consultant firms for the Cherry Lane Phase III Project from NW Broad Street (US 41/70) to approximately 1,700 feet east of the centerline of - 840 including a new interchange with I-840. The new roadway alignment (approximately 2.25 miles) will provide a five-lane roadway with curb and gutter, sidewalks, multi-use paths and a half clover leaf interchange. The project shall be accomplished in accordance with TDOT Local Programs guidelines. The services may include all or parts of the following:
 
Appraisals for Right-of-Way Acquisition, Review Appraisals, Relocation Services and related services for portions of an estimated thirty-one (31) tracts along the corridor consisting of residential and agricultural property. Contract Method of payment will be lump sum with an estimated schedule of approximately twelve (12) months.
 TDOT pre-qualified firms may request consideration by submitting letters of interest and qualifications to Mr. Craig Tindall, City Manager, 111 West Vine Street, Murfreesboro, TN 37130.  All letters of interest and qualifications must be received by the City on or before 3:00 p.m. local time Friday February 7, 2020.  The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants.

Please note: New or updated prequalification forms must be received before the deadline for submission. Phase I Evaluation: The City will evaluate the current DOT-CS-100 pre-qualification statements on file for those submitting letters of interest and qualifications and choose a firm or firms who would make viable candidates to move to Phase II. The factors that will be considered in the City’s evaluation process will include: a) Past experience in the required disciplines with TDOT and other clients. b) Qualification, relevant expertise, ability, and availability of staff to be used in performing the service. Phase II Evaluation: The City will evaluate the submitted Proposals on the following criteria (relative weight): a) Past experience in the required disciplines with TDOT and other clients. (20%) b) Prequalified staff for this contract. (10%) c) Evaluations on prior TDOT, City projects, if available. (5%) d) Qualifications, availability, and experience of proposed appraisers. (15%) e) Qualifications, availability, and experience of proposed review appraisers. (15%)
f) Qualifications, availability, and experience of proposed relocation specialist. (15%)
 
g) Demonstrated ability to perform the work efficiently and meet schedules without compromising sound professional practices and compliance with the TDOT’s Right-of-Way Manual and the Uniform Relocation Assistance and Real Properties Acquisition Policies Act, 42 U.S.C. § 4601, et seq. (20%)
