On June 11, 2024, during the City Council Work Session, McSweeney Engineers, presented Relieving Platform and Sewall Condition Assessment 2024. Based upon the McSweeney report (Attachment A), the City is soliciting qualification statements (QS) from licensed, insured, bonded, experienced, and reputable firms to advise the City on remedial action(s) on the current assessment of the Downtown Beaufort Waterfront Park relieving platform.  


Bid Opening: A Public Bid Opening will be held in person at City Hall, Executive Conference Room 2 and via MS Teams at 2:01 PM, August 30, 2024.

1. Q. Is the City looking for a design build plan?
A. This proposal is for scoping, engineering, and design purposes for the Henry C. Chambers Waterfront Park. The purpose of the RFQ is to solicit proposals that can:
1. Verify, expand on, and address the findings of the 2024 McSweeney Report.
2. Develop engineering and design options with accurate cost estimates for each option for addressing the issues with the Waterfront Park that can be presented to City Council to develop a full plan for moving forward with the project.
3. Once an option or options are selected by City Council, to engineer, design, and permit a final design for construction bidding.
4. Serve as engineering project manager/consultant throughout the design and construction process.


2. Q. Is the development of a bid package included in the requirements?
A. Yes, the work of the consultant will include the development of a bid package for the construction work. See Question 1, subsection 3 and 4.

3. Q. Are the original Waterfront Park plans and previous McSweeney inspection reports available?
A. Yes, the original plans, in addition to the previous McSweeney reports are available and will be posted as an addendum.
