Question: 1. Budget for the project. Does that include fees? 2. Number of seats for bleachers 3. Are existing baseball and football field getting new natural turf? What about drainage requirements around the fields? 4. Under the General Information, Page 4, is the information complete? It appears that a sentence was started but not completed. Please confirm all information is there. 5. Are hoods required at the concessions areas with fire suppressions, etc. 6. Is the areas noted as "Demo and create Park" part of this project? If so, please provide additional information on this portion of the work. 7. For the demo of buildings, has an asbestos survey been done? Asbestos removal by owner?

Response: Answers are as follow by number: 1. Yes 2. Multiple 40 person bleachers on each sideline. Bleachers should have guardrails. Player benches on each sideline as well. 3. Keep natural turf. Proper drainage considerations. French drain system would be wonderful, but I’m afraid it would be out of our budget. 4. The last word "Appropriately" should be deleted from the General Information Section of page 4. 5. Hood required. 6. That portion is a part of future plans and not a part of this solicitation. 7. The only demo work that is required would be the small block concession stand and restroom buildings near existing football field. No asbestos study required based on my knowledge of those structures.

Question: a. Will air conditioning be included in the buildings or will the spaces be heated and ventilated only? b. The RFP description and information received in the pre-proposal meeting regarding field lighting is contradictory. The RFP references removal of existing field lighting w/ County to consider adding new field lighting in the future while the preproposal discussion referenced including field lighting. Can you please clarify if new field lighting should be included in the project scope and the specific fields they should be at? If so, we recommend the following specifications to establish a baseline criteria for proposers: Football field lighting: Provide LED sports lighting for the football field with an illumination level (average maintained) throughout the football field area of play of 30 footcandles (fc). Baseball field lighting: Provide LED sports lighting for the baseball field with an illumination level (average maintained) of 50 fc infield – 30 fc outfield. Sports lighting poles shall be metal or concrete. c. Is there a Florence County parks and rec standard (appearance and materials) for concession stand and bathroom facilities buildings? d. Can the concession stand and bathroom facilities buildings at both the football field and baseball field be the same or do they need to be different designs? e. Are dugouts, a pitcher’s warm-up area, bases, dugout benches or anything else associated with a typical baseball field included in this project scope? Are there owner-furnished and/or installed items that should be considered? f. The provided satellite view pictures are the only area within RFP that references a revitalized track. Can you confirm if track revitalization is included in the project scope? If so, can you please provide specifications regarding preferred width or number of lanes, material, standards for a specific level of play, fencing requirements etc? g. Will curb stops be needed to delineate parking spaces in grassed area adjacent to baseball field? Will the other two parking areas be asphalt? h. Will the County supply existing conditions drawings of the project area or will the design/build team be responsible for existing boundary survey and topo survey? i. Can the County supply existing utility information (electrical, water, sewer, drainage, etc) to include locations of such, sizes and providers? j. What is the expected level of permitting for this project? Will any fees be waived? k. In addendum #1 the County confirmed that an asbestos / environmental survey for the buildings proposed to be demolished has not been performed? Since this scope of work has not already been performed, are we to assume that the County will take responsibility for any testing and abatement that may be required in the future? l. Can you confirm if an existing soil report is available and if so, can you please provide? If this has not been performed, can you confirm that the County will be providing? m. The RFP references “to revitalize current football and baseball field to remove lighting.” Are we to assume that there is no other revitalization associated with these specific field areas that is necessary? If there is additional field revitalization necessary, can you please quantify expectations? n. Can you please confirm if there is existing irrigation w/ appropriate coverage on site and if not please provide expectations regarding such if required? o. The “Proposal Submission Requirements” item #6 references providing a method to demonstrate the firm’s ability to work within the County’s proposed project budget. Can the County please provide the proposed budget for this project? p. The RFP references a singular parking area while the satellite pictures w/ redlines reflect 3 separate parking areas. Can you confirm if all 3 of these parking areas are part of the project scope of work? Does the current building shown adjacent to the proposed two parking areas need to be demolished or will it remain? q. The last paragraph under “Proposed Submission Requirements” and “Preparation of Proposal” item d) both reference that firms are requested to submit four copies of the proposal while other areas of the RFP reference the “preferred” submission be digitally via upload to Vendor Registry. Can the County please confirm how they wish to receive the response to this RFP? r. Under “General Terms and Conditions” item 4 it references that the responder shall deliver to the County a certificate of Insurance and the payment and performance bond prior to execution of the contract and item 5 in this section references that bonds shall be provided upon verbal of award and prior to execution of the final contract. In addition, under “Payment Bond Requirement” and “Performance Bond Requirement” it references submission of payment bond and performance bond upon award of contract as well as performance bond submitted with proposed contract. Please note that a bonding company will not issue a payment and performance bond prior to issuance of an executed contract for actual construction. In addition, on design-build project(s), the final agreed upon price is typically determined after a certain level of both design and owner input is provided. Normally we would anticipate a preconstruction agreement initially executed that incorporates design services and then a follow-on construction agreement based upon a very defined scope of work (unless this will be a fee based proposal only.) Can you please revise the bonding requirement to reflect a payment and performance bond being provided within a certain number of days after execution of the contract for construction? In addition, can you please confirm that anticipated contracts will be a two-step contract w/ amendment for construction and/or a separate contract for both design/preconstruction services and construction services? s. Can you please confirm if proposed contract will be an AIA contract w/ applicable exhibits. If not, can you please provide a copy of intended contract in addendum response? t. Section 8 “Insurance and Bonds” item e) references professional liability coverage. Can you please confirm that the general contractor does not have to carry specific professional liability insurance coverage and that the design entities professional liability coverage is sufficient in the amount noted? u. In the first paragraph of Section 8, Section 5, and Section 6 all reference a verbal notice of award. Can you please confirm that any issuance of insurance coverage will not be required until after execution of a contract? v. Can you please confirm County will be responsible for Builders Risk Insurance Coverage? w. Can you please confirm that County will be responsible for all testing and inspection services? x. Can you please confirm how many sets of bleachers are required, confirmation that bleachers are aluminum and the capacity of each? Addendum 1 response references multiple 40 person bleachers on each sideline but a specific quantity of bleachers needs to be provided. y. The RFP references providing fencing around the entire perimeter of the complex. Can you confirm if secondary fencing is required around all ballfields as well as the proposed track area? z. Can you confirm if the proposal is based upon a single phase of an anticipated muli-phase project and if so, what does the single initial phase consist of? If this is a multi-phase project, do you intend for the entire project to be designed with only a single phase actually constructed? aa. Will County be responsible for removing existing concrete at future new flag football field along South Kershaw Street or is this part of project scope. bb. Can you please confirm specific expectations regarding “players benches” to include type, quantities, and sizes as there are many different option at price levels that vary significantly. cc. If the baseball field is to be fully revitalized, can you provide a preferred baseball field size (distance from home plate to outfield fence) or does the County desire for the largest that will fit on the site? dd. Addendum #1 references fire suppression hoods to be provided within concession building areas. Can you please confirm that all relevant equipment within concession areas will be by owner and if not please provide specifics regarding expectations? ee. Will the number of parking spaces and restrooms have to mee the County’s minimum applicable code requirements? ff. Will the project, specifically the parking areas and any parcel buffers, have to meet the County’s minimum landscape code requirements? gg. Will there be a need for an equipment storage building, maintenance shed and/or trash dumpster area? hh. Response: Yes, ac should be included. Field lighting removed should be included in the scope of work. Asking their to be consideration for new lighting. New lighting isn’t in the scope of this project. Just want to plan accordingly, so they might be added in the future. Bathroom designs can be the same, but baseball field doesn’t need as many. Leagues have requested separate facilities unfortunately. Two 100 yard playing fields with sufficient spectator areas. Baseball field can keep its current size. Use commercial grade 6ft fencing around baseball field. Football won’t need fencing. The current barbwire fencing around perimeter should be removed, and a visually appealing commercial grade fence should be installed. No parking materials needed. We can provide information on current water/sewer, electrical…(Duke Energy & City of Florence). I cannot speak to specific permitting needs. They will need to coordinate with County’s Building & Planning. I would prefer not to provide the budget. Those details can be discussed further after a selection has been made. We can make changes to the selected proposal to meet our budget. Performance, Payment, and General Liability Insurance will be due before the start of the project. Please note, this project is for the baseball and football areas only. Do not include future park or track area in this project. County may assist with some work such as removal of concrete. However, I want this to be included in the project. Prefer everything be turnkey. We may change items like this, if project is overbudget. Four bleachers around each football field. Two bleachers at baseball field. Concession stands should have commercial sinks, commercial range hoods, multiple circuits for all of the appliances, commercial range, fridge, freezer. Current baseball clay is sufficient. Natural turf. No artificial. If the County extends the deadline for this project, and addendum will be issued and posted on Vendor Registry.
