Specification Documents

The City of Etowah is actively seeking bids for the materials and installation of a commercial-grade HVAC for the Etowah 2018 LPRF Project. The required minimum specifications are listed in the attached documentation.

 

The City of Etowah will then be accepting bids until close of business June 18th, 2021 The bids will be opened at the bid opening at 8:00 am Tuesday June 22, 2021 at City Hall.                                                                                                 

 

The winning bidder will be selected by the Board and notified in writing after receiving approval from the Tennessee Department of Environment and Conservation (TDEC).  If TDEC concurs with the City’s selection of the lowest bidder, then a contract for services will be sent to winning bidder along with a Certification of Contractor form required by the State of Tennessee in accordance with TDEC LPRF grant guidelines.  Winning bidders will have one week to acknowledge acceptance of the terms of the contract, and upon the execution of the contract the contractor will have thirty (30) days to complete the project. 

 

This project is being partially funded by a grant through the Tennessee Department of Environment and Conservation’s Local Parks and Recreation Fund (LPRF); therefore, contractors must be willing to abide by the terms and conditions of this grant in order to be considered for the award of the bid. 

 

The Bidding Documents will be available for pick-up at Etowah City Hall, located at 701 TN Avenue, Etowah, TN, Monday, June 14th at 10 am and the details of the bid can be accessed on the website; cityofetowahtn.com.  The link will be available under the “Departments/Bid Opportunities” and also in the “News Flash” tab.  Packets can be emailed upon request.

The City of Etowah requests sealed bids from qualified contractors to for both HVAC materials and installation

Each bidder shall have written on the outside of the envelope containing the bid:

 

1)      Company Name

2)      Contractor’s License Number

3)      License Classification

4)      License Expiration Date

5)      Bid Limit

6)      Expiration Date

 

Included within the packet shall be the following documents:

 

7)      Copy of Contractor’s Liability Insurance

8)      Copy of Workers Compensation Insurance (or for Sole Proprietors a copy of Workers Compensation Exemption Authorization)

9)      City of Etowah Bid Sheet

10)  Other relevant drawings or documents pertaining to the bid as listed under the attached bidding specifications.

 

Effective July 1, 1997, state law requires that the name, license number, expiration date thereof, and a license classification for the general contractor, electrical contractor, plumbing contractor, HVAC Contractor, and any sub-contractors appear on the outside of an envelope containing a bid in excess of $25,000.  If the prime contractor is also performing any of the electrical, plumbing, or HVAC work, this information must be designated on the outside of the envelope. Failure of any bidder to comply shall void such bid and the envelope shall not be opened or considered.  Non-Discrimination policy applies.

 

Effective July 1, 2016, companies seeking to do business with political subdivisions of the State of Tennessee must abide by the Iran Divestment Act codified in Tennessee Code Annotated §12-12-101 et. seq.  “By submission of this bid, each bidder and each person signing on behalf of any bidder certifies, and in the case of a joint bid each party thereto certifies as to its own organization, under penalty of perjury, that to the best of its knowledge and belief that each bidder is not on the list created pursuant to §12-12-106.”

 

All contracts exceeding $10,000 shall contain a provision requiring compliance with Executive Order 11246, entitled “Equal Employment Opportunity”, as amended by Executive Order 11375 and as supplemented in Department of Labor Regulations (41CFR Part 60).

 

The City of Etowah reserves the right to reject any/or all bids, to waive any formalities and informalities in the bids received, and to accept bids which in its opinion may be for the best interest of the City of Etowah.

 

The City of Etowah reserves the right to accept any proposal or to reject any and all proposals, and to waive any defects or irregularities in any proposal.

 

The City of Etowah reserves the right to determine the competency and responsibility of a bidder from its knowledge of the bidder’s qualifications and from any other sources.

 

This project is being financed by a grant from the Tennessee Department of Environment and Conservation through the Local Parks and Recreation Fund (LPRF).


 

 

 

 

SCOPE OF PROJECT-HVAC:

Commercial-Grade Ductless HVAC System (at least 15 SEER) for new Etowah Poolhouse, including Concrete cutting, refrigerant, condensate pump, drain, wall bracket, and the installation of DSS and the Unit or Units.
