Question: Is GUDPA sufficient for collateral coverage? Or would the Housing Authority prefer additional coverage with a MULOC? Regarding the ATM/Debit card, how many estimated cards would be issued? There are 96 escrow accounts reflected on the estimate on page 10, however, only 23 sub accounts on the detail page. Are these all escrow accounts? Is there a difference between subs and escrow for the organization? Our bank is not rated by UFIRS or Bankrate.com, is that a disqualifier? Does the number of terminated accounts pertain to government relationships or is it inclusive of all accounts maintained at the bank? Please define variance between ledger balance and collected balance. Please clarify question 19 – Can balances be maintained by tenant? Does the Housing Authority want the tenants to have access to these funds? Would the organization be able to provide a current deposit/fee analysis from the current banking institution?

Response: GUDPA is not sufficient All accounts must comply with HUD's General Depository Agreement. All Depositories shall continuously and fully secure all deposits regardless of type that are in excess of FDIC limits. SEE page 4 for details Escrow Accounts: 96 is the total of all accounts 23 is the number of tenant security deposit escrow accounts Rating is not a disqualifier HABC wants each tenant to have its own security deposit sub or escrow account which accrues interest monthly but access is restricted to HABC Current analysis not being made available.
