Description: The City of Woodstock, Georgia, herein referred to as the City, is seeking proposals from qualified firms to provide all personnel, materials and services necessary to provide Parking Management Services for the City’s Public Parking System. The City desires to transform its on-street parking and City-managed parking lot operations to improve the accessibility of Woodstock’s downtown business district. The City expects that exceptional governance and design; easy to understand, use and monitor space-metering; consistent and fair enforcement; and equitable and efficient collections, will result in a welcoming and accessible downtown Woodstock parking experience, impression, and reputation.

The successful PROPOSER shall provide overall management and consulting services of select City surface lots, on-street parking assets including but not limited to parking enforcement, parking payment system management & maintenance, equipment procurement, technology deployment, revenue collection, citation management, complaint resolution, specialized training, community outreach, coordination on parking matters with local businesses, and event parking planning. In addition, the PROPOSER shall provide parking data, analysis, and recommendations on rates, expansion of parking spaces and other parking matters.

Question: Good morning Martyn, I was just going over the FRP. My company is going to join FRP process on the parking in downtown Woodstock. My company is Grand Slam parking. We have been in business about four years. I actually was the CEO of a major company in Atlanta for five years that included many parking decks, on street parking, and surface lots. This included around 50 commercial properties in the ATL area. I branched off to start my own company. We mostly manage around the Braves stadium that includes a 500 space parking deck. I was reading over the requirements on the experience you’re looking for. I just wanted make sure we are going to be qualified since my new company does not have the seven years.

Response: I'm not sure what this question is asking. If that is part of your proposal, it would be part of what would be evaluated. An add-alternate would be evaluated.

Below are our questions. 1. 2.0 BACKGROUND There are currently no public metered or time enforced spaces within the District and any parking violations are currently handled by the Woodstock Police Department. Question: Please supply a copy of the total citations written by police and the total citations paid by year for the last 3 years. 2. 3.2.5 Office Administration o Provide all materials necessary to carry out all operation functions. o Document all reimbursable purchases. o Maintain records of equipment and supplies and provide accounting for City. QUESTION: Will the city provide an office location for the PROPOSER and If so, please us know if there is a lease amount we should budget. 3. 3.2.8 Installation and Maintenance o Payment technology and/or pay stations are required to be functioning properly no less than 90% of the time. o Deploy, install and maintain parking technology and any new equipment. o Ensure the appropriate maintenance and repair of equipment under warranty. o Maintain any operational pay stations, pedestals, accessories in good working condition. Good working condition is defined as repairing/replacing any defective meter within 24 hours of a report of failure. o Implement a regular preventive maintenance schedule for all parking pay stations. QUESTION: Will the city consider an asset light/no hardware, mobile payment system? 4. 3.2.10 Special Events o If a special event is scheduled, the PROPOSER may be required to make rate changes as well as assist with special event parking management. These events include, but are not limited to annual festivals, holiday events, weather emergencies, etc. QUESTION: Does the city desire to charge market rates during special events in the on-street paid parking spaces? Additionally, while the new parking garage will be free to the public, does the city desire to charge for event parking in this facility? Provide the City with recommendations if any ordinances are creating a negative impact to the parking program. Response: Yes, they will be allowed to submit a proposal. The totality of the submission will be evaluated. It is not a disqualification to have less.

Response: The City views the submitted proposer in multiple ways. A vendor is submitting a proposal. The City wants to use the selected management firm as a consultant to put best practices in place for parking management before implementation. The City wants the proposer to be the prime firm, contractor, consultant that is managing and working directly with the City, and that it's not subbed out. This language applies to this RFP.

Question: 6. 4.0 RESPONSE FORMAT AND COMMENTS The response should be one (1) PDF. There should be a maximum of ten (10) pages. Resumes do not count towards the page limit but should be kept to one page per person. Responses must also include the Contractor Information Page, W9, E-Verify and Certificate of Insurance which will not count against the ten (10) page limit. The Contractor Information Page and E-Verify Affidavit are in Exhibits A & B. Question: 3.2 Minimum Requirements, a. At least seven (7) years of Parking Management and Operations experience that includes on-street parking enforcement, successful deployment of payment technology, parking citation processing, and public parking asset management. Would the City confirm a proposer (company) with less than 7 years experience will be excused from the minimum requirement? If yes, will companies that have not been in existence for at least 7 years be deducted evaluation points under the category Experience with Similar Sized Parking Management Operations which is worth 35 points?

Response: Yes, they will be allowed to submit a proposal. The totality of the submission will be evaluated. It is not a disqualification to have less.

Question: 7. 5.0 SELECTION CRITERIA The City will determine the lead consultant and supporting team believed to be most qualified to provide full consulting services for this project as described in section 4.0. QUESTION: Please clarify if a lead consultant is requested for this RFP? “Prime Consultant” is also mentioned on page #15 under Statement of Responsibility. Or is it possible that this language was a carryover from a previous RFP and in this case the Proposer/Contractor/Vendor/Respondent could be a Professional Parking Management firm or Operator?

Response: The City views the submitted proposer in multiple ways. A vendor is submitting a proposal. The City wants to use the selected management firm as a consultant to put best practices in place for parking management before implementation. The City wants the proposer to be the prime firm, contractor, consultant that is managing and working directly with the City, and that it's not subbed out. This language applies to this RFP.
