Description: The County is seeking a qualified contractor to provide construction services for traffic signal upgrades and streetscapes improvements at three (3) intersections at Washington Blvd. & North Glebe Road, Washington Blvd. & Patrick Henry Drive, and South Glebe Road & South Eads Street project. The project will upgrade outdated traffic signal infrastructures at these intersections. Also, additional improvements include ADA-accessible ramps, sidewalk upgrades, pavement marking and signage, landscaping, asphalt pavement, utility work, and all other incidental work

Question: Will you provide a staging area?
Response: The staging area is the responsibility of the Contractor; however, to the extent possible, County will coordinate with the Contractor to help facilitate the staging area for the project.

Question: Due to current supply chain issues, will the owner consider issuing a second NTP for delays due to material availability?
Response: Only one NTP will be issued. With appropriate justification for the delay, County will coordinate with the Contractor to grant an excusable non-compensable time extension and/or adjust the NTP date as needed.

Question: When actual conditions are different from the geotechnical report/information provided, will the contractor be entitled for additional compensation?
Response: The contractor is responsible for the geotechnical report of the project. The Contractor shall perform at least one test bore at each traffic signal mast arm pole foundation location to determine the subsurface conditions of the proposed site before designing the foundation. The cost to prepare the geotechnical report is part of lump sum bid line items for Traffic Signal Upgrade work.

Question: Is an LUP Permit required? If so, can you provide a budget cost for the LUP Estimate so we may factor in the bond cost?
Response: Yes, VDOT LUPs are required for the project. The County will obtain the required LUPs for the project.
