Description:
The
Beaufort County Community Development Department seeks proposals from qualified
and creative design teams to create a Conceptual Plan for the 9.72 acres of
Whitehall Park located on Lady’s Island, Beaufort, South Carolina. Project goals include a conceptual plan of
passive recreation elements and permitting through the City of Beaufort. The plan will be mindful of and responsive
to: stakeholder input, connectivity to the Downtown Waterfront Park, climate
change and sea level rise, parking and passive recreation structures
orientation, and costs, maintenance and operation’s needs. An option will also be included for pricing
towards the creation of civil and architect drawings for recreation and
structural elements as identified in the conceptual plan. Applicants are anticipated to have all
necessary education, knowledge and expertise to complete the project. Referenced examples of similarly completed projects
must be included in proposals.

Question: 1. Is the business plan referred to in the project scope to include operations, maintenance, staffing, etc.? Or is it the desired outcome a phase cost estimate? 2. The master planning of the park and permitting the final master plan with the City of Beaufort will require a survey including trees & topo. Is this information available to proposers or are you looking for this as a part of the proposal response? 3. If this project is to be submitted to the City of Beaufort, has a critical line been delineated? Is that to be a part of the master plan proposal response? 4. Please clarify under "Mandatory Proposal Elements include:" ....Bullet points 4 & 5: Proposed budget for the project. Is this a design fee budget request? Proposed budget for the civil/architect drawings, option. Is this to be provided through the hourly rate for the individual team members?
